The meeting was held in person and online between the Government Headquarters and 27 provinces and centrally-run cities with important national projects and key transport sector works and projects in the area.

At the Bac Ninh province bridge, comrade Pham Van Thinh, member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee, Head of the Provincial National Assembly Delegation chaired. Also attending were representatives of leaders of relevant departments, branches and sectors; People's Committees of communes and wards with projects; contractors of construction packages of the Ring Road 4 project in the Hanoi Capital region, the section passing through Bac Ninh province.
Reporting to the Prime Minister on expressway projects planned to be completed by 2025 to achieve the goal of having 3,000 km of expressways nationwide, Minister of Construction Tran Hong Minh said that so far the country has had 2,476 km of expressways, an increase of 208 km compared to the inauguration on April 19, 2025.
The Ministry of Construction and localities are making efforts to implement the remaining 733 km of 22 projects. Of the 11 projects managed by localities with a length of 289 km, 5 projects are following the set plan, while the remaining 6 projects with a length of about 158 km are still behind schedule.
The Ministry of Construction will coordinate with ministries, branches and localities to organize groundbreaking and inauguration ceremonies for projects nationwide on December 19, 2025. At the same time, it will strengthen monitoring of the implementation of projects managed by localities, promptly advise the Prime Minister on direction and management, and meet the set schedule, especially for projects planned to be completed in 2025.
According to the Ministry of Construction, at the meeting on July 31 to review the first 6 months of 2025 and the peak emulation period of "500 days and nights competing to complete 3,000 km of expressways", the Prime Minister assigned 33 tasks to ministries, branches and localities. To date, the units have completed 12 tasks on time.
To speed up the progress, the Prime Minister decided to add 15 projects, including 13 road projects, 1 aviation project, and 1 seaport project to the list of the Steering Committee, bringing the total to 120 projects/component projects. Ministries, branches, localities, and investors have made efforts to overcome difficulties and proactively implement the projects. However, there are still many problems regarding site clearance, construction material sources, and construction organization that need to be focused on and resolved.
The meeting focused on discussing, assessing the situation, and proposing solutions to speed up the progress of projects; ensuring quality, technique, aesthetics, labor safety, hygiene, and environmental landscape. At the same time, it requested relevant ministries and branches to promptly guide measures to remove difficulties and obstacles arising during project implementation; and increase the supply of construction materials for projects...

In Bac Ninh province, there are currently 4 key national projects being implemented: Ring Road 4 of the Hanoi Capital Region; construction of parallel roads (urban roads) through the province; construction of a road connecting Gia Binh Airport with Hanoi Capital, the section passing through the province; construction of the Lao Cai - Hanoi - Hai Phong railway.
Specifically, the Hanoi Capital Region Ring Road 4, the section passing through the province, has basically completed the compensation and site clearance work. For residential land, households have received compensation funds and organized relocation, handing over the site to the investor, while 21 households are organizing the relocation of assets. The relocation of technical infrastructure items is being actively implemented to ensure the overall progress of the project.
The project to build parallel roads (urban roads) through the province is divided into 3 bidding packages, with the total construction and installation payment value reaching more than 922 billion VND, reaching 40% of the total capital.
The project of the route connecting Gia Binh airport with Hanoi capital, the section passing through the province has a total length of about 27.7km. The scale of the main route is designed according to the standard of a grade I plain road, 10 lanes for motor vehicles and a road system along both sides of the main route, with a scale of 4 lanes. The total preliminary investment (route construction part) is more than 47.6 trillion VND.
The Provincial People's Committee issued an implementation plan, which identified specific work contents and completion timelines to ensure the project's completion before December 31, 2026. Currently, the province's specialized agencies are organizing the appraisal of the project's feasibility study report proposed by the investor.
The Lao Cai - Hanoi - Hai Phong railway construction investment project, the section passing through Bac Ninh province, has a total length of about 3.76 km. Of which, the occupied land area is about 40.54 hectares, the estimated cost for compensation, support and resettlement is more than 1,085 billion VND. According to the plan, compensation and site clearance work will be basically completed before December 31 this year. Currently, the investor is implementing site clearance work for resettlement areas, completing documents and submitting for project appraisal.
Speaking at the conference, comrade Pham Minh Chinh thanked the contractor for their determination and great efforts to overcome difficulties and speed up the construction progress of key national traffic works and projects. At the same time, he thanked the people for their early agreement to hand over the site to the contractor.
However, he emphasized that currently, some key traffic projects are still stuck in the process of site clearance; lack of construction materials, affecting the construction progress. Faced with that reality, localities need to be more determined, promote the spirit of daring to think, daring to do, speed up, break through to accelerate the site clearance progress, pay attention to moving power lines, create favorable conditions for contractors to implement project items, and increase the disbursement rate of public investment capital.
At the same time, closely follow ministries and branches to propose solutions to remove institutional and administrative barriers, creating favorable conditions for construction enterprises. During the implementation process, it is necessary to assign tasks to ensure 6 clarity: Clear people, clear work, clear time, clear responsibility, clear products, clear authority. Implement well the motto "3 yes, 2 no" in project construction. Specifically, "3 yes": If it is beneficial to the state, beneficial to the people, and enterprises, then do it; "2 no: No corruption, negativity, no loss of state money.
Along with that, he emphasized that relevant authorities and sectors need to innovate their thinking, create new momentum in performing tasks with the spirit of acceleration, breakthrough, and avoid the mentality of waiting and relying.
The ministries and localities assigned as the competent authorities shall continue to direct investors and contractors to develop reasonable and scientific construction plans; increase human resources, machinery and equipment; overcome adverse weather conditions during the rainy season to speed up construction progress; promptly conduct acceptance and payment to ensure the completion of public investment disbursement according to the set plan, especially in the last months of 2025; strive to complete over 3,000 km of expressway by the end of this year.
Investors and contractors must proactively take measures to prevent storms and floods, ensuring absolute safety for people and construction machinery, especially projects in the northern and central mountainous regions.
