On July 31, at the Ministry of Education and Training , the Department of Quality Management in collaboration with the UNICEF Vietnam Office organized an online training course on applying techniques to assess students' learning outcomes under the Southeast Asia Primary School Student Learning Outcomes Assessment Program (SEA-PLM).
1,200 education managers and teachers from 12 provinces and cities were trained, including: Dien Bien, Lai Chau, Son La, Hai Phong, Bac Ninh, Quang Ninh, Thai Nguyen, Lang Son, Tuyen Quang, Quang Ninh, Phu Tho, Lao Cai, and Tuyen Quang.
Attending the opening session of the training were Associate Professor, Dr. Pham Quoc Khanh, Deputy Director of the Department of Quality Management - Head of the Executive Board, National Director of SEA-PLM cycle 2024; Ms. Le Anh Lan - Senior Education Expert, UNICEF Vietnam Office; Dr. Ta Ngoc Tri, Deputy Director of the Department of General Education - Deputy Head of the Executive Board of SEA-PLM cycle 2024; Dr. Ha Xuan Thanh, Director of the National Center for Testing and Education Quality Assessment; staff of the National Center for Testing and Education Quality Assessment; reporters, experts in various fields.

The objective of the training course is to improve the team of managers and teachers in assessing students' abilities according to the approach and techniques of the SEA-PLM Program. From there, it contributes to creating a basis for applying the SEA-PLM Program's student ability assessment method in accordance with the requirements of teaching, learning and assessing primary school students according to the local general education program.
In his opening speech, Deputy Director Pham Quoc Khanh emphasized the significance of Vietnam's participation in the SEA-PLM Program and the importance of implementing training on student assessment application under the SEA-PLM Program.

Mr. Pham Quoc Khanh requested the managers and teachers attending the training to concentrate and fully absorb the content conveyed by the Organizing Committee and the reporter to clearly understand the assessment of student capacity according to the approach and techniques of the SEA-PLM Program. After the training, they can apply the SEA-PLM Program's student capacity assessment method to write questions suitable for teaching and learning requirements and orientation of primary school student assessment according to the local general education program.
To ensure the quality and effectiveness of the upcoming live training sessions, Dr. Ha Xuan Thanh recommends that after the online training, trainees prepare full documents, practice writing sentences with coding instructions by field to serve the exchange, analysis and completion at the live training session.
In 2025, the Department of Quality Management will conduct training for 34 provinces and cities, divided into 11 training sessions including 1 day online and 3 days in person, from the end of July to October 2025.
