New information on the progress of the pilot crypto asset exchange

(Dan Tri) - Deputy Minister Nguyen Duc Chi said the Ministry of Finance has completed a pilot project to deploy a crypto-asset trading floor and the Government is submitting it to the Politburo for consideration.

At the regular Government press conference on the afternoon of August 7, Deputy Minister of Finance Nguyen Duc Chi informed about the progress of piloting the implementation of a crypto-asset trading floor in the Vietnamese market.

He said that in the process of implementing the project to pilot the crypto-asset trading floor, the Ministry of Finance studied a lot of experiences from countries in the region and internationally. The Ministry also assessed the situation of participation in buying and selling crypto-assets by Vietnamese citizens, working with experts in this field.

In the new conditions and not many countries have accepted the transaction of this type of asset, Mr. Chi said that it is necessary to have a careful assessment with relevant agencies. He added that the Ministry of Finance has basically completed the projects in all aspects, proposing to report to the Government. The Government is very cautious and reports to the Politburo to ask for policy on the pilot.

"When the Politburo has a conclusion, the Government and the Ministry of Finance will complete the project according to that conclusion and issue regulations related to the pilot organization of a crypto-asset trading floor in Vietnam. If it is early, it can be implemented in August, if it is later, it can be implemented in September," Deputy Minister Nguyen Duc Chi informed.

Regarding the number of floors expected to participate in the pilot, he said that during the project development process, the Ministry intends to clarify the criteria, conditions, standards, information technology, processes, financial capacity, expertise, and staff qualifications of organizations that propose to participate in providing this service. On the basis of transparency, the criteria will be considered for selection.

Notably, in this project, the Ministry of Finance encourages the participation of the private economic sector in accordance with the Party's policy and Resolution 68 of the Politburo on private economic development. This field is new and creative, so it is necessary to encourage the private economy and ensure competitiveness.

During the pilot period, the Ministry of Finance expects more than one exchange to participate in the pilot, but not too many, so that the post-pilot evaluation process can be most effective. "There will definitely be more than one exchange participating in the pilot to ensure competitiveness, but not too many to the double-digit level," Deputy Minister Chi emphasized.

Previously in March, the Ministry of Finance submitted to the Government a draft resolution on piloting the issuance and trading of crypto assets (digital currencies). It proposed a coordination mechanism between management agencies such as the Ministry of Finance, the Ministry of Public Security, and the State Bank.
