According to the report of the Provincial Steering Committee for Natural Disaster Prevention and Control, Search and Rescue and Disaster Prevention, to proactively respond to storm No. 3, the Provincial People's Committee and the Provincial Steering Committee have issued 3 dispatches directing response deployment to all levels and sectors in the province.

On September 6, Thanh Hoa province established 8 working delegations led by the Provincial Party Secretary, Deputy Provincial Party Secretary, Chairman and Vice Chairmen of the Provincial People's Committee to inspect and direct storm prevention work No. 3 in 16 districts, towns and cities: Tho Xuan, Trieu Son, Quang Xuong, Nghi Son, Hoang Hoa, Sam Son, Thieu Hoa, Yen Dinh, Ha Trung, Thach Thanh, Nga Son, Hau Loc, Thuong Xuan, Nong Cong, Nhu Thanh, and Nhu Xuan.
The Provincial Steering Committee for Disaster Prevention, Search and Rescue and Disaster Prevention has issued a Notice requesting the Chairmen of the People's Committees of coastal districts, towns and cities, the Commander of the Provincial Border Guard Command, the Department of Agriculture and Rural Development and relevant units to organize a sea ban in the province from 12:00 on September 6, 2024 until the storm is no longer affected, closely monitor, and absolutely not allow ships to go to sea during the sea ban period. Sectors and localities have prepared forces and means to be ready to carry out the tasks of natural disaster prevention, control, search and rescue when situations arise.

According to a quick summary report from the People's Committees of districts, towns and cities, from the night of September 5 to the evening of September 6, Thanh Hoa province experienced rain and thunderstorms, causing damage to people and property. The whole province had 2 semi-permanent houses/8 people in Dien Quang commune, Ba Thuoc district with their roofs blown off. Of which, 1 house had its roof completely blown off and had to be evacuated to a safe place (4 people). In Thanh Hoa city, 31 trees were broken; 1 electric pole was knocked down, 1 motorbike was damaged and 4 battery chargers were damaged in Hai Ha commune (Nghi Son town). After the natural disaster occurred, local authorities organized inspection teams, directed the overcoming of natural disaster consequences, and mobilized forces to help families with damaged houses clean up and stabilize people's lives soon.

Through on-site inspection and working with the Provincial Steering Committee for Disaster Prevention, Search and Rescue and Disaster Prevention, Deputy Minister of Agriculture and Rural Development Phung Duc Tien acknowledged and highly appreciated the proactive, positive and drastic measures taken by Thanh Hoa province to respond to storm No. 3. At the same time, he requested Thanh Hoa province to continue strictly implementing the Government's directives on responding to storm No. 3.
Absolutely do not be subjective or negligent; ensure the safety of people's lives, minimize property damage caused by storms. Proactively drain water, protect rice, crops, and cages; focus on directing people to harvest autumn rice that is 80% or more ripe and other vegetables that are ready to be harvested with the motto "green at home is better than ripe in the fields". Prepare plans to ensure the safety of key dikes and embankments, and be ready to promptly handle arising situations.
For the area at risk of coastal landslides in Van Phong village, Hoang Truong commune (Hoang Hoa), prepare forces and means to implement the "4 on-site" principle to avoid surprises when there are situations caused by storm No. 3. In the long term, Thanh Hoa province will research and mobilize resources to invest in building a solid sea dike system to minimize landslides and erosion.
