Also attending the congress were leaders of the People's Committee and People's Council of Quang Ngai province and representatives of a number of departments, branches and sectors of the province; representatives of a number of leaders of the Ethnic Minorities Committee of Binh Dinh, Gia Lai, Dak Lak provinces; and especially the participation of 250 delegates representing nearly 200,000 ethnic minorities in the province.
In his opening speech, Mr. Vo Phien - Vice Chairman of Quang Ngai Provincial People's Committee, said: Quang Ngai is a long-standing residential area of many ethnic minorities. The ethnic minorities of the province reside mainly in mountainous areas, which are important for national defense, security and socio-economic development. The ethnic minorities of the province have united and followed the Party and Uncle Ho wholeheartedly, steadfastly and bravely in the fight against foreign invaders; persistently and tenaciously overcame difficulties and challenges, contributing to the great victory of the Party Committee and the people of the province.
In recent times, the province has promoted the implementation of ethnic policies and national target programs, programs, policies and projects on socio-economic development in ethnic minority and mountainous areas; together with the efforts, striving and rising of the people; the province's socio-economy has had many positive changes.
Specifically, the average annual growth rate in the 2019-2020 period reached 10.22% and in the 2021-2023 period reached 9.72%. Socio-economic infrastructure has been invested, especially in the infrastructure system of transportation, irrigation, schools, hospitals and telecommunications. The material and spiritual life of the people has been increasingly improved. Education and training, improving people's knowledge and quality of human resources have been focused on, medical work and health care for the people have been regularly paid attention to.
The grassroots political system is increasingly consolidated and strengthened comprehensively; political security and order, social safety in ethnic minority and mountainous areas are stable and maintained, the great national unity bloc is consolidated and strengthened.
The 4th Congress of Ethnic Minorities in Quang Ngai Province in 2024 is an important political and social event, continuing to affirm the consistent ethnic guidelines and policies of the Party and State, which are "Equality, solidarity, respect and mutual assistance for development" with the viewpoint that "ethnic work is a fundamental, long-term, urgent strategic issue; a task of the entire Party, the entire people, the entire army, and the political system".
This congress will assess the socio-economic development, poverty reduction and new rural construction in the province's ethnic minority areas in recent times, especially since the 3rd Provincial Ethnic Minority Congress in 2019. From there, it will determine the tasks and directions for socio-economic development in the province's ethnic minority areas in the 2025-2029 period.
“The congress is also an opportunity to recognize, commend, and honor collectives and individuals with outstanding achievements, typical examples of the patriotic emulation movement among ethnic minorities in the province to continue to encourage and arouse patriotism and national pride, and the will to be self-reliant. This is also a symbol of great national unity, unity of will and action, demonstrating absolute faith in the leadership of the Party to develop the country,” said Vice Chairman of the Quang Ngai Provincial People's Committee Vo Phien.
