Therefore, implementing market planning in sync with urban planning is one of the key tasks of the city in the coming time, including Ninh Binh Dragon Market. Based on reality, Ninh Binh city has built and implemented Project No. 01/DA-UBND dated January 25, 2024 on "Supporting business households at Rong Ninh Binh market to move to new business locations in Ninh Binh city".
The objective of the Project is to move households doing business at Rong Market to do business at planned markets, to gradually implement the landscape planning on both banks of the Van River. At the same time, ensure market operations according to current regulations of the law; ensure fire prevention and fighting; traffic safety, security and order, environmental sanitation, food safety, commercial civilization... To gradually eliminate markets that are not in accordance with the planning and do not meet design standards. Towards the implementation of building a civilized urban lifestyle, gradually building a civilized lifestyle, cultural beauty in buying and selling at markets, meeting the needs and aspirations of the masses.
According to the Project's content, support is applied to legal, fixed business households that have fulfilled financial obligations to the State at Rong Ninh Binh market and proactively move to a new business location. Support level: *Moving business locations to planned (legal) markets in the city (Ninh Tien commune wholesale market; Quang Trung market, Ngoc Ha market, Nam Binh ward...), the support level is 30,000,000 VND/business household and 1 year support for service fees for using sales area at the newly moved market. *Moving business location to do business at home, support level is 30,000,000 VND/business household. |
Talking with comrade Hoang Hoa Thang, Vice Chairman of the City People's Committee, it is known that: The project has been approved by the City People's Council, the City People's Committee has developed a plan to implement, assigning specific tasks to departments, branches and organizations. In particular, focusing on extensive propaganda work so that small traders clearly understand the policy, agree with the city in implementing provincial and city projects related to site clearance. Including the Cha La bridge construction project and the Nam Song Van irrigation project affecting the business activities of some small traders in Rong market.
To implement the Project, Ninh Binh City has assigned the Rong Market Management Board, specialized departments and offices to step up propaganda work, mobilize the participation of cadres, civil servants, public employees, union members and association members in implementing the Project. Establish an appraisal team, based on the criteria and conditions to receive and guide the documents of business households that need to move. The city's working groups are focusing on this work, striving to soon pay support money to eligible households.
In addition, the city also directed wards and communes to arrange and welcome small traders moving to do business. Currently, in Ninh Binh city, there are 17 markets in the planning to be classified, including 1 market of class I, 1 market of class II and 15 markets of class III. These days, Project 01 is the content that many small traders at Rong market are discussing enthusiastically. At many locations in the market, the contents of the Project and the City People's Committee's Plan to implement the Project are posted publicly for small traders to follow conveniently. On the occasion of the International Women's Day 8/3 of the Rong market Women's Association, more than 200 women members at the market who came to attend the celebration also listened to the leaders of the City Women's Association propagate the contents of the Project.
