In recent years, due to the relatively rapid socio-economic development of the province and city, there have been many changes in traffic planning, construction planning, and urban planning. The city is implementing projects according to the Urban Planning, building the city according to the criteria of a type I urban area such as: the Nam Van River Irrigation Complex project, the Cha La Bridge construction project... Therefore, implementing market planning in sync with urban planning is one of the key tasks of the city in the coming time, including Ninh Binh Dragon Market. At the same time, in some areas in Dragon Market that are also affected by the two projects, it is necessary to quickly clear the land to hand over to the construction unit.

Based on reality, Ninh Binh city has built and implemented Project No. 01/DA-UBND dated January 25, 2024 on "Supporting business households at Rong Ninh Binh market to move to new business locations in Ninh Binh city".

The objective of the Project is to move households doing business at Rong Market to do business at planned markets, to gradually implement the landscape planning on both banks of the Van River. At the same time, ensure market operations according to current regulations of the law; ensure fire prevention and fighting; traffic safety, security and order, environmental sanitation, food safety, commercial civilization... To gradually eliminate markets that are not in accordance with the planning and do not meet design standards. Towards the implementation of building a civilized urban lifestyle, gradually building a civilized lifestyle, cultural beauty in buying and selling at markets, meeting the needs and aspirations of the masses.

According to the Project's content, support is applied to legal, fixed business households that have fulfilled financial obligations to the State at Rong Ninh Binh market and proactively move to a new business location.

Support level:

*Moving business locations to planned (legal) markets in the city (Ninh Tien commune wholesale market; Quang Trung market, Ngoc Ha market, Nam Binh ward...), the support level is 30,000,000 VND/business household and 1 year support for service fees for using sales area at the newly moved market.

*Moving business location to do business at home, support level is 30,000,000 VND/business household.

Talking with comrade Hoang Hoa Thang, Vice Chairman of the City People's Committee, it is known that: The project has been approved by the City People's Council, the City People's Committee has developed a plan to implement, assigning specific tasks to departments, branches and organizations. In particular, focusing on extensive propaganda work so that small traders clearly understand the policy, agree with the city in implementing provincial and city projects related to site clearance. Including the Cha La bridge construction project and the Nam Song Van irrigation project affecting the business activities of some small traders in Rong market.

To implement the Project, Ninh Binh City has assigned the Rong Market Management Board, specialized departments and offices to step up propaganda work, mobilize the participation of cadres, civil servants, public employees, union members and association members in implementing the Project. Establish an appraisal team, based on the criteria and conditions to receive and guide the documents of business households that need to move. The city's working groups are focusing on this work, striving to soon pay support money to eligible households.

In addition, the city also directed wards and communes to arrange and welcome small traders moving to do business. Require the Market Management Board where the business households move to have a plan to arrange according to the location of the industry, ensuring science and suitability with reality. Widely inform when receiving business households moving to do business in the locality.

Currently, in Ninh Binh city, there are 17 markets in the planning to be classified, including 1 market of class I, 1 market of class II and 15 markets of class III. In recent years, the city has always paid attention to building new, repairing, upgrading and renovating markets to ensure business activities, exploiting and managing markets, contributing to meeting the needs of buying and selling, exchanging goods and consumption needs of the people. Gradually build a civilized and cultural lifestyle in buying and selling activities, build markets in the direction of civilized commerce, ensure people's lives, increase people's income, and meet the needs of goods circulation in the area.

Create consensus among traders

These days, Project 01 is the content that many small traders at Rong market are discussing enthusiastically. At many locations in the market, the contents of the Project and the City People's Committee's Plan to implement the Project are posted publicly for small traders to follow conveniently. On the occasion of the International Women's Day 8/3 of the Rong market Women's Association, more than 200 women members at the market who came to attend the celebration also listened to the leaders of the City Women's Association propagate the contents of the Project.

Mr. Pham Hong Quan, Deputy Head of the Rong Market Management Board, said: Based on Project 01 and the Project Implementation Plan of the Ninh Binh City People's Committee, the Market Management Board has organized a meeting with business households to implement the Project; promoted propaganda, deployed to business households at the market to register to move to a new business location, sign a commitment, complete procedures and documents to soon organize the payment of support money according to regulations. By March 12, the Management Board had received 79 applications for relocation, of which 77 were eligible for support. Having been doing business in rattan, bamboo, and bamboo products at Rong market for 34 years, for Mrs. Pham Thi Noi (Van Giang ward), her stall is like a second home, attached to many memories of the days of making a living at the central market of the province. When the Rong Market Management Board implemented the Project, studied the conditions and support levels, I strongly agreed and supported this policy. My family was one of the first businesses to dismantle the stall, arrange goods to hand over the site to the construction unit...

Ms. Vu Thi Lan, a household goods trader at Rong Market, said: I myself am doing a stable business at the market, so when I heard about the Project, I was very concerned and worried because I was afraid it would affect my family's business activities. However, after being informed by the Market Management Board, I realized that this is the right policy, each business needs to strictly comply with it, aiming to build a greener, cleaner and more beautiful city...

Also with 25 years of experience in the market with ceramic products, Ms. Vu Thi Xim shared: It is not true to say that I do not miss the place where I have been working for a long time. But with the city's policy and reasonable support, I decided to move to the market near my house in Ninh Tien commune. Going to the new market will be confusing, but with the support and creating all conditions from the city and the local government where I move, I believe that my family's business will continue to develop...

The project "Supporting business households at Rong Ninh Binh market to move to new business locations in Ninh Binh city" is a step in implementing the market planning roadmap in sync with urban planning, striving to build and develop "Hoa Lu City" on the basis of merging Hoa Lu district and Ninh Binh city into a new city administrative unit (expected to be named Hoa Lu city) with the orientation of being a "Millennium Heritage City", at the same time proposing that competent authorities recognize "Hoa Lu City" as a class I urban area under Ninh Binh province; with the position of a regional and national tourism center, with global value; as a political - administrative, cultural, economic, educational - training, scientific - technological, high-quality service center, international cooperation hub of Ninh Binh province...
