Presenting a political report at the Congress, Major General Nguyen Minh Thang, Party Secretary and Political Commissar of Command 86, emphasized: During the past term, the Party Committee has led the dissemination and strict implementation of resolutions and directives from above on protecting national sovereignty in cyberspace; advised on the promulgation of a system of legal documents, creating a legal corridor for cyberspace operations, ensuring information technology and digital transformation.

Leaders synchronously deploy breakthrough measures in cyberspace operations; promote digital transformation, ensure information technology is associated with information security in the Ministry of National Defense. Connect a number of information technology systems of agencies and units with the national population database, on the basis of a secure inter-network connection gateway to serve the development of e- Government towards digital Government.

Faced with the requirements and tasks in the new situation, in the 2025-2030 term, the Party Committee of Command 86 determined the direction, goals, and targets to focus on leadership to improve the quality and effectiveness of staff work, and propose to the Central Military Commission and the Ministry of National Defense on policies and measures to manage and firmly protect national sovereignty in cyberspace.

Speaking at the Congress, Senior Lieutenant General Le Huy Vinh acknowledged and warmly congratulated the results that the Party Committee of Command 86 had achieved. Senior Lieutenant General Le Huy Vinh said that in the coming time, the development of science and technology will open up a large space and new challenges; hostile and reactionary forces will increasingly take advantage of the cyberspace environment to increase their sabotage activities more openly and directly. In that situation, Senior Lieutenant General Le Huy Vinh requested the Party Committee and Command 86 to continue to thoroughly grasp the Party's guidelines and policies on the task of protecting the Fatherland in cyberspace, concretize and determine leadership policies and measures close to the characteristics of the situation and tasks.

Leaders perform well the function of advising the Central Military Commission and the Ministry of National Defense on state management of protecting national sovereignty in cyberspace, improving cyberspace combat capabilities; effectively coordinate the implementation of comprehensive solutions to ensure information security and network security. Prepare well the forces, means, and plans to carry out the "combat" tasks of the Army in peacetime; promote the application and development of information technology, ensure information security, and build e-Government in the Ministry of National Defense. Grasp all developments in the situation in cyberspace, propose and handle them promptly and effectively, and avoid being passive or surprised in any situation.

Senior Lieutenant General Le Huy Vinh requested the Party Committee of Command 86 to promote its core role in building a modern military cyber warfare force. Deploy the construction and development of a synchronous, modern military computer network, ensuring safety from the tactical to the campaign and strategic levels, serving the development of e-Government and command automation in the Ministry of National Defense.

Strengthen, complete, upgrade common and specialized software, online television, deploy to agencies and units in the entire army according to regulations. Promote the development and application of simulation technology in training, coaching and exercises.
