According to the National Center for Hydro-Meteorological Forecasting, at 7:00 a.m. on November 7, the center of storm Yinxing was located at about 18.5 degrees North latitude; 123.1 degrees East longitude, in the sea northeast of Luzon Island (Philippines). The strongest wind near the center of the storm was level 15 (167-183 km/h), gusting to level 17. Moving in the West Northwest direction, speed 5-10 km/h.

In the next 72-120 hours, storm Yinxing is likely to change direction to move southwest, traveling 10-15km per hour, and continue to weaken.

The storm will cause strong winds and large waves at sea: The sea area to the east of the North East Sea will have strong winds at level 6-7. From tonight, it will increase to level 8-10, near the storm center it will have levels 12-14, gusts of level 16, waves 4-6m high, near the center 6-8m; the sea will be very rough.

Vessels operating in the above mentioned dangerous areas are susceptible to the impact of storms, whirlwinds, strong winds and large waves.

The Ministry of Agriculture and Rural Development has issued a dispatch on responding to storm Yinxing near the East Sea. The Minister of Agriculture and Rural Development requested ministries, branches, and Chairmen of People's Committees of coastal provinces and cities from Quang Ninh to Binh Thuan to :

Firstly, closely monitor the storm's developments; manage vessels at sea; organize ship and boat counting; notify owners of vessels and captains of ships and boats operating at sea of ​​the location, direction of movement and developments of the storm so that they can proactively avoid, escape or not move into dangerous areas.

Second, the provinces in the Central region urgently overcome the consequences of recent floods.

Check measures to ensure safety of reservoirs and downstream areas; proactively operate reservoirs to ensure flood capacity according to regulations and be ready to handle possible situations.

Third, be ready with forces and means for rescue when requested.

Fourth, ministries and branches, according to their functions, state management tasks and assigned tasks, proactively direct and coordinate with localities to review plans, prepare forces, means and resources to deploy to ensure safety and effectiveness in response to storms and floods.

Fifth, Vietnam Television, Voice of Vietnam , Vietnam News Agency, the coastal information station system and mass media agencies from central to local levels must strengthen measures to inform about the developments of storms and heavy rains to authorities at all levels and people so that they can proactively prevent and respond promptly and effectively.

Sixth, be on duty seriously (24/24 hours), regularly report to the Ministry of Agriculture and Rural Development (through the Department of Dike Management and Disaster Prevention and Control).

Storm Yinxing is at its strongest before entering the East Sea, changing direction continuously . Around the morning of November 8, Storm Yinxing is likely to move into the East Sea, becoming storm number 7. The storm will be at its strongest level 14, gusting to level 17 before entering the East Sea, weakening when approaching Vietnam's waters and encountering cold air.
