According to Standing Deputy Secretary of the City Party Committee Nguyen Van Phong, after more than 2 months of operating the 2-level local government model in Hanoi, two groups of problems have basically emerged. First is the difficulty in personnel work in terms of both quantity and quality. Second is the difficulty in information technology infrastructure and digital infrastructure for management and work resolution. Departments and branches continue to grasp the situation based on recommendations from the practice of communes and wards, from which to collect the content of recommendations to the Central Government to adjust and supplement, ensuring the 2-level local government operates stably and effectively.
