Provincial Party Committee implements Regulation No. 114-QD/TW

Implement Regulation No. 114-QD/TW dated July 11, 2023 of the Politburo on controlling power and preventing and combating corruption and negativity in personnel work (Regulation No. 114-QD/TW).

The Provincial Party Standing Committee has just issued a document directing agencies, units and localities to organize activities and thoroughly disseminate Regulation No. 114-QD/TW so that each Party organization, cadre and Party member, from the provincial to grassroots levels, can grasp and fully and deeply understand acts of taking advantage of and abusing positions and powers, acts of seeking positions and power and other negative acts to raise awareness and responsibility for controlling power and preventing and combating corruption and negativity in personnel work according to regulations.

The province pays special attention to the work of controlling rights and preventing and combating corruption.

Party committees, heads and members of Party committees and Party organizations; collective leadership and heads of agencies, units and localities; heads and cadres of staff agencies on cadre work from the province to the grassroots level; cadres, party members, civil servants and public employees in the entire provincial Party Committee, according to their scope, responsibilities and tasks, are responsible for leading, directing and strictly implementing Regulation No. 114-QD/TW and the direction of the Provincial Party Committee Standing Committee. The implementation of regulations on power control and prevention and combat of corruption and negativity in cadre work must be consistent with regulations on dismissal and resignation of cadres; exemplary responsibility of leaders and managers, especially heads, and current regulations of the Central Government and the Provincial Party Committee Standing Committee on cadre work. At the same time, review and supplement the content of power control and prevention of corruption and negativity in personnel work into regulations, processes, rules, decisions and instructions on personnel work to ensure consistency and suitability with the reality of the agency, unit and locality.

Resolutely and promptly handle according to regulations on responsibility for collectives, heads of Party committees, Party organizations, agencies, units, and localities that violate power control in personnel work; handle cadres, Party members, civil servants, and public employees who commit corrupt and negative acts in personnel work. Resolutely and promptly change the working positions of staff, monitors, and personnel work managers who violate discipline, have negative public opinion, or when necessary. Do not arrange for people with family relationships to simultaneously hold related positions according to Clause 5, Article 6, Chapter III of Regulation No. 114-QD/TW.

Request agencies, units and localities that have arranged cadres with family relationships to simultaneously hold the above-mentioned positions to report in writing, including cases of cadres under their management and propose plans to arrange and assign cadres under the management of the Provincial Party Committee Standing Committee to work at their agencies, units and localities to the Provincial Party Committee Standing Committee.

Agencies, units, and localities shall proactively mobilize and arrange work for cadres under their management authority to complete in December 2023. In case of difficulties or problems, promptly report to the Standing Committee of the Provincial Party Committee for consideration and direction.
