Ho Chi Minh City stops preparing pre-feasibility report for Cai Mep Ha logistics center project

This information was given by the Ho Chi Minh City Department of Construction to reporters of the Finance - Investment Newspaper at a press conference on the socio -economic situation held on the afternoon of September 25.

The Department of Construction said that the Cai Mep Ha Logistics Center Project is planned with an area of 1,686 hectares in Phuoc Hoa ward, Phu My town, Ba Ria - Vung Tau province (old), now Tan Phuoc ward, Ho Chi Minh City.

In 2021, the Department of Transport of Ba Ria - Vung Tau province (old) was assigned the task of preparing a Pre-feasibility Study Report on investment in construction of the Project and approving the task outline and cost estimates for the work to be carried out from 2021.

By December 2023, the People's Committee of Ba Ria - Vung Tau province (old) issued Decision No. 3548/QD-UBND approving the adjustment of the Task Outline and cost estimates for the work performed in the investment preparation stage to prepare the Pre-Feasibility Study Report for investment in construction of the Project.

In particular, the People's Committee of Ba Ria - Vung Tau province (old) assigned the Department of Agriculture and Rural Development (old) to conduct investigation, inventory, and re-evaluate the current status of forests and non-forested land under the Project to ensure compliance with the adjusted boundaries and actual status to complete the dossier to change the purpose of forest use to another purpose and submit it to the competent authority for approval.

On June 25, 2025, the Department of Agriculture and Environment sent an Official Dispatch to the People's Committee of Ba Ria - Vung Tau province (old) requesting to stop the task of investigating, inventorying and valuing forests under the Cai Mep Ha Logistics Center Project because the approved forest status report and forest status map were no longer suitable because they were more than 6 months before the date of submission of the dossier.

Furthermore, Cai Mep Ha Logistics Center is identified as one of the sub-areas in the Free Trade Zone associated with the seaport in Cai Mep Ha area, so the construction of the cost estimate for forest investigation, inventory and valuation (area of 1,686 ha) that the Department of Agriculture and Environment is implementing is no longer appropriate.

Therefore, at the end of June 2025, the People's Committee of Ba Ria - Vung Tau province (old) issued Official Dispatch No. 10497/UBND-VP agreeing to stop performing the task of investigating, inventorying and valuing forests under the Cai Mep Ha Logistics Center Project.

The Department of Construction said that currently, the Cai Mep Ha Logistics Center Project has attracted a number of interested investors, who have submitted their investment approval documents to the competent authority.

Therefore, the Department of Construction has sent a document requesting the City People's Committee to consider allowing the suspension of the task of preparing the Pre-Feasibility Study Report for the investment in the construction of the Cai Mep Ha Logistics Center Project.
