Deviant behavior and warnings of law violations among adolescents
Recently, the situation of law violations among young people has become more complicated. Specifically, on August 2 in Tra Ly ward, a group of 8 people (aged 16 to under 18) carried weapons and chased and slashed a group of 3 other young people, leading to a traffic accident that killed 1 person and injured 2 others. Immediately after that, the Investigation Police Agency initiated a case and prosecuted 8 defendants for the crimes of "Murder", "Disturbing public order" and "Concealing criminals".
Previously, the Investigation Police Agency, the Thai Binh Provincial Police (old) issued a decision to prosecute 12 defendants for the crime of "Disturbing public order". The incident also stemmed from a traffic conflict between Ng.BN's group (born in 2008, residing in Nam Hung commune, Tien Hai district, Thai Binh province, now Hung Phu commune, Hung Yen province) and another group of young people.
To resolve the conflict, on the evening of March 23, N and a number of other young men made an appointment to gather and discuss, preparing weapons such as knives, swords, glass bottles, then drove their motorbikes at high speed, weaving, revving, causing disorder on many inter-commune roads. The group continued to search for their opponents in the previous traffic collision but did not meet them. Afterwards, they met another group of young men and continued to argue and fight with weapons.
The two cases mentioned above partly show the recklessness and recklessness of young people when resolving conflicts. According to statistics from the People's Committee of Hung Yen province, in just 9 months of 2025, in the province, there were 61 incidents with 379 subjects (367 men, 12 women) related to minors violating the law, killing 2 people and injuring 46 people.
The authorities have handled 35 criminal cases, 256 subjects; handled 19 administrative cases, 88 subjects. The violations mainly focused on intentional injury (34 cases, 83 subjects); disturbing public order (15 cases, 186 subjects). The subjects participating in the crimes are mainly men, aged from 14 to under 18 years old, living in families with special circumstances or social problems, lacking educational management by family and school. Many of them are problem students, addicted to games, drop out of school and associate with bad subjects with criminal records or are lured into committing illegal acts.
According to the People's Committee of Hung Yen province, the causes of the incidents stem from personal conflicts, arising immediately in daily life, traffic collisions, even due to alcohol use... However, instead of controlling behavior and resolving conflicts through dialogue, the students choose violent methods, through the phone or social networks to attract and gather many other subjects, and at the same time prepare weapons (such as pig spears, knives, swords) to resolve conflicts, negatively affecting security and order.
The above figures are not only an alarm bell about the law violations among minors but also point out the problem in the education, management and orientation for children from family, school and society. Deviant behaviors from school, if not corrected promptly, will easily become the seed for more regrettable stories in the future, even breaking the law and becoming criminals.
Building a strong "shield" from the educational environment
Faced with this worrying situation, many schools in Hung Yen province have proactively taken action, organizing legal education activities for students right from the beginning of the new school year 2025-2026. A typical example is Nguyen Duc Canh High School (Tran Lam ward, Hung Yen province).
Teacher Ngo Thi Yen, Secretary of the Ho Chi Minh Communist Youth Union of Nguyen Duc Canh High School, said that on September 22, the school coordinated with Tran Lam Ward Police, Road Traffic Police Team No. 3 (Traffic Police Department, Hung Yen Provincial Police) to organize a thematic meeting for nearly 1,900 students of the whole school on the topic "Propaganda and dissemination of laws on traffic safety, prevention and control of harmful effects of drugs, electronic cigarettes, school violence and culture of behavior in cyberspace".
Although it was the first thematic activity of the new school year, many students boldly and enthusiastically exchanged views, thereby helping students have a clearer view of many issues directly related to themselves, from safe traffic participation skills, the harmful effects of drugs and electronic cigarettes to behavioral culture in cyberspace, prohibited behaviors in schools, etc.
This activity is maintained regularly by the school every year, thereby contributing to equipping students with necessary knowledge and skills as a solid "shield" to help them become good citizens, useful to society.
Student Khieu Tran Duc Duong (class 12A10, Nguyen Duc Canh High School) shared that this activity was very useful, helping him and his friends to be more aware of illegal behaviors that he did not know about or could not fully anticipate the consequences of before.
To prevent violations of the law, ensure security, order and social safety, on September 22, the People's Committee of Hung Yen province issued a Plan to strengthen measures to prevent crimes and violations of the law among young people with specific requirements and tasks for each department, branch, branch, Fatherland Front Committee, socio-political organizations and People's Committees of communes and wards in the area.
In particular, the Provincial People's Committee requested the Department of Education and Training to continue to strengthen management, propaganda, dissemination of legal education, ethics, and lifestyle for students, in which, special attention is paid to propaganda and education on law compliance, knowledge, life skills and healthy behavior culture. The Department deploys and effectively implements the content of building friendly schools, active students and measures to prevent and combat school violence and social evils in schools. Legal education content related to crime prevention and combat, law violations among adolescents will be integrated into the curriculum and extracurricular activities.
In addition, the functional sector strengthens coordination between schools, families and society in student management; promptly grasps information, detects conflicts early, takes preventive measures, and stops violations of the law and crimes among students; effectively implements the coordination mechanism between schools, parents, authorities, and local organizations in managing and educating students in general schools, especially in educating and reforming teenagers and students who violate the law; and students with special circumstances in residential areas.
School is not only a place to impart knowledge but also an environment to train ethics, personality and equip students with a solid "shield" to confidently step into life. Through many different forms, legal education models in schools along with the attention and close coordination between schools, families and society are the key to building a young generation that is strong in knowledge, ethics and respect for the law.
