Deploying new school year tasks: Expectations and determination to innovate and develop

GD&TĐ - The 2025-2026 school year is the first year that the Can Tho City Education sector enters a new phase after the merger. Ms. Tran Thi Huyen - Acting Director of the Department of Education and Training of Can Tho City shares about the plans and solutions of the Education sector in the new context and tasks.

Prepare facilities and human resources

- After merging administrative units, what has the Can Tho City Education Department prepared for the new school year?

- Before the new school year, the Department of Education and Training of Can Tho City has completed preparations, from facilities, schools, management staff, teachers, employees... The Department of Education and Training directed units and educational institutions to review facilities, teaching equipment, promptly supplement missing items; complete the staff, ensure quality and sufficient quantity.

Schools are also guided to successfully organize opening ceremonies in accordance with the actual situation, creating a joyful, safe and meaningful atmosphere for students. The general spirit is to be proactive, thoughtful, and ready for the new school year with many expectations and determination to innovate and develop.

To prepare for the new school year, the department has invested in 19 projects, with a total state budget capital of over 234.6 billion VND, including: 7 projects to invest in building schools and classrooms, 12 projects to purchase teaching equipment and apply digital transformation in the education sector of Hau Giang province (old), contributing to the modernization and solidification of school facilities, spacious and clean classrooms, creating excitement for teachers and students.

In 2024, the Department of Education and Training will upgrade and repair 12 high schools with a budget of more than 18 billion VND; purchase teaching and learning equipment for units under the Department with a budget of more than 28 billion VND. In 2025, the Department will continue to advise the City People's Committee to agree on the policy of upgrading and repairing 27 high schools and purchasing teaching equipment from the education budget with a total investment of about 65 billion VND.

- What is the situation of teacher shortage in Can Tho city, madam?

- Compared to the number of classes and students, the whole city is currently lacking many teachers. Specifically, according to the norm, in the 2024 - 2025 school year, the number of teachers lacking compared to the norm is 2,519; of which, preschool is the most lacking (1,026 teachers). According to the assigned staff, in the 2024 - 2025 school year, the number of teachers lacking compared to the assigned staff is 1,993; of which, primary school is the most lacking (706 teachers).

To overcome this situation, in the coming time, the Department of Education and Training will continue to implement a number of solutions, such as: Reviewing, appraising, and submitting to competent authorities for approval the number of employees at units according to the payroll standards, ensuring enough teachers at units; recruiting additional teachers (implemented after decentralization of management); strengthening the training of teachers and education management staff; considering training and fostering as a strategic task in developing the teaching staff.

In addition, the Department of Education and Training has implemented well the policies for teachers, especially salary policies and other support and incentives, so that the team can work with peace of mind and dedication. The Department also continues to coordinate with the Department of Finance to advise competent authorities to arrange funding for investment in repairing and upgrading school facilities, and supplementing teaching equipment in the direction of modernization, meeting the requirements of educational innovation.

The sector continues to advise the City People's Committee to submit to the City People's Council a Resolution regulating revenues for educational activities other than tuition fees to implement the second session according to the 2-session/day teaching plan; coordinate with the Department of Home Affairs and the Department of Finance to advise competent authorities on instructions for mobilizing, transferring, recruiting, and contracting teachers.

Determination to innovate and develop after merger

- With the large scale after the merger, what solutions will the Can Tho City Education Department implement to successfully carry out the tasks of the new school year?

- The city's Education sector will effectively organize the implementation of tasks, institutionalize the Party's guidelines and policies, and the State's laws on education and training development. Innovate education management and school governance towards increasing autonomy, enhancing accountability, and promoting democracy in educational institutions.

Strengthening the application of information technology in organizing and managing professional activities; promoting digital transformation in school administration. In addition, the education sector continues to innovate and improve the quality of preschool education, general education, and continuing education; universalizing preschool education for children from 3 to 5 years old according to the National Assembly Resolution...

The sector also effectively organizes the implementation of the 2018 General Education Program, ensuring scientific and pedagogical quality; maximizing the efficiency of using facilities and teaching equipment to help students achieve the requirements as prescribed by the program.

At the same time, strictly implement the instruction of teaching 2 sessions/day at general education institutions that meet the prescribed conditions; promote and improve the quality of STEM/STEAM education, digital capacity development education, AI application education, career education and orientation of students after junior high school and high school.

The sector also focuses on improving the quality of foreign language teaching, especially English, and preparing good conditions to gradually make English the second language in general education institutions. At the same time, it promotes the implementation of the illiteracy eradication program; consolidates and firmly maintains the results of universal education, gradually strives to achieve higher standards, thereby improving the quality of education and completing the goal of compulsory education.

The Can Tho City Department of Education will focus on developing a team of teachers and educational institution managers to meet the requirements of education and training innovation. Continue to implement projects related to training and fostering the team; focus on implementing regular training, fostering and improving management and teaching capacity to meet the requirements of principal standards and teacher professional standards.

Improve the efficiency of using the State budget, mobilize investment resources to strengthen facilities, and improve the quality of education. The sector continues to implement Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation, in accordance with the practices of the sector and each locality; at the same time, implement Resolution No. 71-NQ/TW of the Politburo on breakthroughs in education and training development.

The Education Department of Can Tho City has 38,263 managers, teachers and staff from kindergarten to high school with 1,215 schools. In terms of student size, the city has 121,905 preschool children, 257,755 primary school students, 195,357 secondary school students and 90,800 high school students.
