Thu Dau Mot University illegally collected 37 billion VND from students

Accordingly, the State Audit determined that Thu Dau Mot University collected tuition fees from students higher than the prescribed ceiling.

Specifically, in the 2020-2021 and 2021-2022 school years, Thu Dau Mot University is not financially autonomous, so tuition fees are implemented according to State regulations, namely Decree No. 86/2015/ND-CP and Decision No. 28/2016/QD-UBND of Binh Duong Provincial People's Committee.

However, the school charges 1.5 times more for practical credits than for theoretical credits. The school explains that this is because the practical part consumes a lot of materials and equipment.

Therefore, the Board of Directors proposed that the school council collect tuition for practical credits 1.5 times higher than for theoretical credits, and the total amount discovered to be wrongly collected was more than 37 billion VND.

Thu Dau Mot University admitted that the reason for this was the lack of consistency in understanding and applying State regulations in calculating tuition fees.

The State Audit requested Thu Dau Mot University to return the money to students or, if it cannot be returned, to pay it into the budget.

Thu Dau Mot University has chosen the second option, which is to pay more than 37 billion VND wrongly collected from students into the budget, instead of returning it to students.

Explaining this, the leader of Thu Dau Mot University said that if they chose to refund the money to the students, the procedure would be very difficult because the students' information was not yet synchronized because many students had already graduated. Therefore, the school decided to pay the entire amount to the budget.

Public opinion believes that Thu Dau Mot University paying the entire amount to the budget is an unsatisfactory choice because all of the money is received from students and parents, so it must find a way to return it to those students, unless it is impossible.
