According to the content of the case, Mr. TVĐ. requested the competent authority to consider canceling the Land Use Rights Certificate (LURC) No. 447/QSDD/Batch 5/98 for land plot No. 307 issued by the People's Committee of Hoc Mon district (old) to Ms. HTH (Mr. D.'s biological mother), on the grounds that a part of the land plot area is under the legal use rights of his family, which has been living stably since 1987.

According to Mr. D., Ms. H. used the Land Use Rights Certificate as collateral for a bank loan but was unable to repay the debt, leading to the Civil Judgment Enforcement Office of Hoc Mon District (old) seizing and auctioning off the entire plot of land, including the land his family was managing and using. Mr. D. requested to have his rights protected and his legal right to use his land recognized.
