How do schools collect money?
Sharing with Thanh Nien Newspaper reporter, Ms. Nguyen Khong Quynh My, whose child is studying in kindergarten and primary school in District 3, said that at the end of September, the school issued payment vouchers for tuition, meals, and service activities (not including tuition), but at the beginning of October, parents continued to receive payment vouchers for this month. "Although I know this is an amount that must be paid, collecting it for 2 months and with 2 children of school age makes my family have to manage."
It is known that on average, this parent pays about 2 million VND for their children's tuition each month. When 2 months are combined into this period, they have to worry about paying more than 8 million VND for 2 children.
Meanwhile, some schools have not yet made any announcements about monthly tuition payments. Ms. Nguyen Thanh Trang, a parent of a 6th grade student in District 1, said: "In previous school years, by mid-September at the latest, there were announcements about collecting fees for meals, boarding, drinks, etc. After that, around the first 10 days of each month, tuition payments were scheduled. But now it is the end of October and there is no receipt yet. It has been nearly 2 months since the children have been studying, eating, sleeping, and living at school without paying. Now, preparing for November, the third month...".
Also in District 1, Mr. Cao Duc Khoa, Principal of Huynh Khuong Ninh Secondary School, said: "In the next few days, the school will issue receipts for food, water, electricity, boarding facilities, etc. Although the activities have been organized to serve students since the beginning of the year, they are only being collected now because they have to follow the process."

Why is the school late in collecting fees?
According to the principals, the reason why the school collects fees later than every year in the 2023-2024 school year is because it has to base on the list prescribed by the Ho Chi Minh City People's Council.
Specifically, after the Ho Chi Minh City People's Council issued Resolution 04 on revenue items, according to regulations, the Department of Education and Training issued a document guiding the implementation to the Departments of Education and Training. Based on the list of 26 revenue items, the Department of Education and Training of Thu Duc City and districts will collect opinions from schools on the actual organization of educational activities and educational services to advise the local People's Committee to issue a collection framework for kindergartens, primary schools, and secondary schools in the area.
From then on, the Principal of Huynh Khuong Ninh Secondary School said that parents will receive receipts for two consecutive months.
However, Mr. Khoa also acknowledged that paying tuition fees for months so close together makes it difficult for parents, but the school really hopes that parents will cooperate. "Since the beginning of the year, the school has been a 'debtor' to suppliers such as food for preparing meals for boarding students, electricity, water, etc.," Mr. Khoa said.
Also according to Mr. Khoa, to share with parents, after issuing the September tuition receipt (the first month of the school year), about 2 weeks later, the school will issue the next month's receipt.
The principal of another secondary school also said that parents will receive the bills for September and October at the same time. However, to reduce the pressure on parents, the school will only collect monthly payments and will spread out the payment period each month, not requiring parents to pay in bulk. At the same time, the school will not issue this month's receipt until mid-November.
It is known that the receipts that schools are implementing do not include tuition fees. Mr. Tran Khac Huy, Head of the Finance Department of the Ho Chi Minh City Department of Education and Training, said that the Ho Chi Minh City People's Committee has just issued a document approving the Department of Education and Training's proposal on the policy of allowing public educational institutions to temporarily collect tuition fees for the first semester of the 2023-2024 school year at the same level as the 2021-2022 school year. From this policy, the Department of Education and Training will have instructions for the Thu Duc City Department of Education and Training, districts and high schools to officially implement the first semester tuition fee collection level.

Group 2 is students of schools in Binh Chanh, Hoc Mon, Cu Chi, Nha Be, Can Gio districts.
