The numbers speak for themselves.
In 2024, Thanh Hoa Registration Office received and processed more than 236,600 records through the Public Service System, including nearly 7,200 records of organizations and enterprises and more than 229,000 records of households and individuals. Notably, the rate of records processed on time always remained at a very high level: 100% for organizations and enterprises and 99.6% for households and individuals, exceeding the target assigned by the Provincial People's Committee.
Regarding the work of surveying and establishing cadastral records, in 2024, the Office established more than 59,100 copies of extracts, measurements, and cadastral map corrections, serving more than 185,000 land plots with an area of over 9,100 hectares, an increase of 44% compared to 2023. This is an outstanding result, far exceeding the set target.
In the field of updating and correcting land records, the Land Registration Office processed 123,775 records, double that of the previous year; and stored more than 236,000 records, an increase of 35%. In addition, the Office provided land information to 3,512 organizations and individuals, achieving and exceeding the plan.
Not only stopping at professional indicators, the direction and management work of the Office in 2024 was also vigorously implemented. The Office's leaders issued more than 80 directive documents, conducted comprehensive inspections at 27/27 branches, thereby promptly detecting, correcting and strictly handling violations.
In addition, the work of receiving and handling complaints and denunciations is always focused on. In 2024, the Office of Registration of Land Use Rights received 141 petitions, of which 139 were under its jurisdiction. All were resolved promptly, in accordance with regulations, without any prolonged backlog. The Office's hotline also received and handled 93 calls from citizens, all of which were answered and fully explained.
With outstanding results, it can be affirmed that Thanh Hoa Registration Office has comprehensively completed its tasks in 2024, making an important contribution to the socio - economic development of the Province.
Efforts to overcome difficulties and affirm position
Entering 2025, land management in Thanh Hoa will face many major changes when the administrative apparatus is adjusted, especially after the 2024 Land Law takes effect. In that context, Thanh Hoa Land Registration Office has shown initiative and courage, continuing to successfully complete assigned tasks.
In the first 6 months of 2025, the Office system received more than 154,000 applications for Certificates and land change registration, including nearly 3,800 applications from organizations and enterprises and more than 150,000 applications from households and individuals. The rate of applications resolved on time continued to be maintained at a high level, reaching nearly 100% at the provincial level and 99.66% for branches.
In the field of surveying and map editing, the Office has received nearly 56,000 records, of which tens of thousands of records were processed on time, promptly serving the needs of people and businesses. At the same time, the work of editing land records, archiving and providing land information has also been focused with more than 48,000 records of changes updated and more than 107,000 records archived.
In the first half of 2025, the Office also received 146 complaints, denunciations, recommendations and reflections; of which 91 were resolved in accordance with regulations, 20 were transferred to competent authorities and 12 were being processed. Notably, no petitions were pending or overdue for resolution.
Along with professional work, the Office also organizes many emulation movements and peak campaigns such as "30 days and nights to resolve administrative procedures", contributing to shortening the time to process documents, creating satisfaction and trust of the people.

Digital transformation – Breakthrough in service mission
One of the Office's outstanding achievements in the recent period is its initiatives and solutions in applying information technology, promoting digital transformation.
Since 2024, the Land Registration Office has implemented online payment of land financial obligations on the National Public Service Portal at 27/27 branches. As a result, up to 40,611 records have been completed by people and businesses to fulfill financial obligations online, saving time and reducing pressure on the receiving and returning department.
Entering 2025, the Office continues to promote the application of technology in many stages. In particular, from May 20, 2025, the system has officially connected electronically between land management agencies, land registration organizations and tax agencies, helping to determine financial obligations more quickly, transparently and accurately. This is a major breakthrough in reforming land administrative procedures, highly appreciated by the Provincial People's Committee and the people.
Not only that, the Office has also implemented many creative solutions to bring technology closer to the people. The unit has created videos instructing administrative procedures, posted them on the website and YouTube channel, helping people easily access and carry out procedures without spending much time traveling. This visual form of propaganda has received positive feedback from the people.
In addition, the Office has directed the implementation of the "Volunteer Saturday" model for officials and civil servants to support people in handling administrative procedures; established a working group to support organizations and businesses in processing documents; arranged for officials to directly provide free consultation and guidance at branches. These methods both demonstrate the spirit of service responsibility and contribute to improving the satisfaction of people and businesses in the process of accessing public services.
It can be affirmed that the Office's initiatives on digital transformation and technology application have made an important contribution to building a modern and transparent administration, creating momentum for sustainable development.
From the results achieved, it can be seen that Thanh Hoa Land Registration Office has been on the right track in the roadmap of administrative reform, digital transformation and serving the people. The achievements in 2024 and the first half of 2025 not only demonstrate the efforts of the staff but also affirm the pioneering role of the unit in modern, transparent and effective land management.
In the coming time, the Office will continue to aim to improve service quality, increase technology application, complete land database, closely coordinate with relevant agencies to resolve procedures quickly and accurately, contributing to building Thanh Hoa into one of the leading localities in the country in reforming administrative procedures in the land sector.
