Construction started but not yet completed
As reported by Kinh te & Do thi newspaper, on August 24, the Northern Belt Road project of Quang Nam province officially started construction.
The project has a total investment of 498 billion VND; of which the central budget is 398 billion VND and the provincial budget is 100 billion VND. The project is undertaken by a consortium of contractors, Dai Thien Truong Joint Stock Company and 873 Joint Stock Company - Construction of traffic works. The project implementation period is within 770 days, expected to be completed in October 2025.
At the groundbreaking ceremony, Vice Chairman of Quang Nam Provincial People's Committee Tran Nam Hung noted the work of site clearance, ensuring the project implementation time as well as avoiding extension of progress. However, the Northern Belt Road project of Quang Nam province is still "inactive" and there is no sign of construction from the contractor.
According to the reporter's observations at the site where the groundbreaking ceremony was held, no equipment or materials have been gathered yet.
Contacting the contractor, the representative of 873 Joint Stock Company admitted that the project has not been implemented since the groundbreaking ceremony. Recently, the contractor consortium has focused on stabilizing human resources, equipment and machinery and waiting for the land from the investor.
The project is currently being processed by the investor to select a supervision consultant, so it is not yet qualified for construction. In some areas, the contractor and the investor are looking for ways to access the construction site. "The construction is expected to start in November, but the exact time is unknown," added a representative of 873 Joint Stock Company.
A representative of the Dien Ban Town Construction Investment Project Management Board said the delay in selecting a supervision consultant was related to the addition and completion of document procedures.
Regarding the site, the investor has handed over about 6.8 hectares, equivalent to about 50%. Compensation and site clearance work is continuing and will be handed over in November.
Mr. Nguyen Xuan Ha - Vice Chairman of Dien Ban Town People's Committee said that he had received the information and was urging the project to be implemented. The Land Fund Development Center also committed to handing over enough land for the contractor to construct within half a month. In addition, the investor has just selected a design consultant.
“During this time, the contractor is required to prepare all human resources, machinery and materials. When the investor hands over the site, the construction will begin and the time cannot be extended,” Mr. Ha shared.
The Northern Ring Road Project of Quang Nam province was decided on investment policy by the Provincial People's Council in Resolutions No. 23 dated April 19, 2021 and No. 55 dated July 22, 2021; the Provincial People's Committee approved the project in Decision No. 1312 dated May 16, 2022 and approved adjustments and supplements in Decision No. 1960 dated September 18, 2023.
The construction route will connect traffic smoothly from National Highway 14B to Lac Long Quan Street (Dien Ban town), contributing to completing the East-West traffic axis of the economic -urban corridor, connecting Nam Giang Border Gate Economic Zone with Da Nang City and the coastal area of North Quang Nam. At the same time, it will be renovated and create land funds to develop urban space in the North of Quang Nam province and distribute population, form new urban areas in the North, reduce population density in the central area of the town...
