On the morning of September 23, continuing the working program, the National Assembly Standing Committee reviewed reports of Government members, Chief Justice of the Supreme People's Court, Chief Prosecutor of the Supreme People's Procuracy , and State Auditor General on the implementation of a number of resolutions of the 14th and 15th National Assembly terms on thematic supervision and questioning.
Perfecting business laws, removing difficulties for businesses
Summary report on the content of the National Assembly 's inspection of the implementation of a number of resolutions of the 14th and 15th National Assembly on thematic supervision and questioning, Chairman of the Committee for People's Aspirations and Supervision Duong Thanh Binh stated that legal regulations on finance, investment, business and tax have been improved, removing difficulties for production and business activities; many solutions to develop the stock market in a healthy, safe and sustainable direction have been actively implemented.
However, the issuance of a number of policies to support business households and enterprises is still slow; the effectiveness of improving the investment environment is not uniform among localities; the practice of thrift and anti-waste still has some shortcomings and limitations.
The report also stated: Policies and laws on science , technology and innovation, digital transformation, and telecommunications have been completed; the budget for science and technology has been increased; the implementation of the Strategy and tasks of science and technology has achieved some outstanding results; and the connection and sharing of data has been promoted.
However, the socialization and investment attraction in science and technology are still limited. The arrangement of public science and technology organizations is still slow. The connection and sharing of databases are still limited; the coverage of mobile telecommunications has not been completed.

Speaking at the meeting, National Assembly Chairman Tran Thanh Man said that at the upcoming 10th Session, the National Assembly will spend a session discussing the implementation of 16 resolutions of the National Assembly during the 14th and 15th terms on thematic supervision and questioning, instead of organizing questioning and answering questions as usual.
The National Assembly will evaluate the implementation of 17 fields including finance, banking, industry and trade, agriculture and environment, construction, culture, sports, tourism, science and technology, education and training, health, ethnicity, religion, internal affairs, justice... stated in the National Assembly's thematic resolutions, with a total of 348 assigned task groups, including many specific and detailed tasks.
The National Assembly Chairman requested that it is necessary to evaluate and clarify which of the specific groups of tasks and tasks stated in the 16 resolutions of the National Assembly have been completed and which have not been completed, stating the reasons; at the same time, identify effective solutions in the coming time and set a specific implementation deadline for the unfinished contents.
After this meeting, the Government, the Supreme People's Court, the Supreme People's Procuracy, and the State Audit Office will supplement their reports according to the inspection reports of the Nationalities Council, the National Assembly Committees, as well as the summary inspection reports of the Standing Committee of the People's Aspirations and Supervision Committee; pay attention to assessing and supplementing the completed and uncompleted tasks, and clearly propose in the report whether to continue implementation or end their validity.
Uncompleted tasks need to be actively focused on and completed according to the requirements of the National Assembly.
The National Assembly Chairman pointed out that the unfinished tasks related to planning, slow implementation of the competitive retail electricity market, failure to approve the Public Investment Program for electricity supply to rural, mountainous and island areas for the 2021-2025 period, and slow construction of a land database nationwide... are important tasks that affect people, businesses, and State management activities.
Assessing the reports of the Ministry of Health and the Ministry of Education and Training on the implementation of a number of National Assembly Resolutions on supervision, questioning, and answering questions, Chairman of the Committee on Culture and Society Nguyen Dac Vinh said that in recent times, the Ministry of Education and Training has resolved many issues, including the important content of building school culture; at the same time, it is necessary to persistently implement building school culture, with a wider, more complete and comprehensive scope; research on amending the circular in the direction that in student education, there will be no punishment, only pure reminders.

In his concluding remarks, Vice Chairman of the National Assembly Tran Quang Phuong assessed that over the past time, a huge amount of work has been implemented by the Government, ministries and branches, basically creating positive changes in the fields and issues that the National Assembly and voters are interested in and requesting implementation in resolutions.
The Vice Chairman of the National Assembly also requested the Government, the People's Court, the People's Procuracy, the State Audit, ministries and branches to study, absorb, review, supplement and complete the report as requested by the People's Aspirations and Supervision Committee to send to the Ethnic Council and National Assembly Committees for review.
Overcoming “bottlenecks” in the Law on International Treaties
Also on the morning of September 23, the National Assembly Standing Committee also heard a report on the preliminary examination of the draft Law on amending and supplementing a number of articles of the Law on International Treaties. Accordingly, the Standing Committee of the National Defense, Security and Foreign Affairs Committee basically agreed with the necessity of promulgating the Law on amending and supplementing a number of articles of the Law on International Treaties for the reasons stated in Submission No. 794/TTr-CP.
The Standing Committee for National Defense, Security and Foreign Affairs recognized that the promulgation of the Law aims to institutionalize the Party's guidelines and policies on administrative reform, promote decentralization and delegation of power in signing international treaties, contribute to overcoming "bottlenecks" in the current Law on International Treaties, speed up the process and procedures for signing international treaties, especially international treaties on official development assistance (ODA) loans and foreign concessional loans, meeting the political requirements, foreign affairs and international integration of the Party and State in the new situation.
Regarding the regulations on cutting and simplifying administrative procedures, implementing digital transformation, applying science and technology and innovation, the Standing Committee of the National Defense, Security and Foreign Affairs Committee basically agreed with the provisions of the draft Law on shortening the time for agencies and organizations to be consulted to respond in writing from 15 days to 10 days.
The Ministry of Foreign Affairs is responsible for examining international treaties within a period of 15 days from the date of receipt of complete documents down to 10 days; 30 days down to 15 days in case of establishing an Examination Council.
The Ministry of Justice is responsible for appraising international treaties within 20 days down to 10 days; 60 days down to 20 days in case of establishing an Appraisal Council.
Regulations on posting international treaties on the electronic Official Gazette, instead of the paper Official Gazette; regulations on international treaty texts posted on the electronic Official Gazette have the same value as copies of international treaties issued by the Ministry of Foreign Affairs.../.
