Previously, a Facebook account named “Ngan Ngan” posted a clip extracted from a classroom camera of Thang Loi Kindergarten (Ea Knuec commune) recording the situation on the afternoon of July 4th when a child (over 20 months old) was pushed off the bed (in the classroom) by a classmate, hitting his head on the floor.
When the child held his head and cried, some of his friends surrounded him, used their hands and feet to hit and push him down. During the 2 minutes of the incident, the teacher was not seen in the camera frame. After that, a teacher entered the classroom to check on the child's condition.

According to information posted with the clip, on the morning of July 5, two homeroom teachers went downstairs and took the child to the doctor; the doctor advised him to go home for further monitoring because this was a head injury, which could lead to a blood clot later on.
However, after taking the student to the doctor, the school still has not visited or met with the parents to resolve the problem.
On the morning of July 15, the family went to school to meet the Board of Directors and discussed with the vice principal. They were told that the parents did not have any need to meet with the school, so the teachers only took the child to the doctor. If the child was okay, that would be it.
At the end of the post, the account "Ngan Ngan" requested: "I need the school to give my family a clear explanation and how to fix this situation so that no other child will be like my child."
According to Circular 52/2020/TT/BGDDT dated December 31, 2020 Promulgating the Regulations of preschools, children are organized into groups of children or kindergarten classes; for groups of children from 13 to 24 months old, there are 20 children. The relationship between the school, family and society in preschools is built to ensure consensus in perception as well as in nurturing, caring and educating activities. The educational coordination between the school, family and society ensures the principles of initiative, community responsibility, democracy, equality, cooperation and sharing.
Circular No. 19/2023/TT-BGDDT dated October 30, 2023, Guiding on job positions, staff structure by professional title and number of employees in public preschools stipulates: arrange a maximum of 2.5 teachers/group of children (15 children/group of children from 3 - 12 months old; 20 children/group of children from 13 - 24 months old; 25 children/group of children from 25 - 36 months old).
Accordingly, Thang Loi Kindergarten has arranged two homeroom teachers (two teachers who took the children to the doctor after the incident) for the nursery class (from 13 to 24 months old) to ensure compliance with regulations . The school admitted that the clip posted on social media was correct. However, there were some untrue contents posted, causing confusion, so the school reported to the police to handle the matter.
The leaders of Thang Loi Kindergarten said that when returning the children, the teachers checked the condition of each child and found it normal; the school instructed the teachers to continue monitoring the children's health and so far there have been no problems. Regarding the cause of the incident, the school leaders said: "It is normal for children to push each other, there is no problem. Here, the teachers were just a little careless and returned the children!"
Thus, from many aspects, the incident that happened was something no one wanted. However, the handling of the incident between the representative of Thang Loi Kindergarten and the parents' family has not met the principles of community responsibility, democracy, equality, cooperation, and sharing to care for the children's health.
Regarding this incident, Chairman of the People's Committee of Ea Knuec Commune Nguyen Van Hung emphasized that the locality has invited parents and school representatives to work. The incident is still being verified and clarified and there is no specific conclusion yet.
