In recent days, on social networks, a lot of information has been spreading related to the fact that Venerable Thich Chan Quang graduated with a bachelor's degree in law in 2019, but in 2021 received a doctorate in law, also from Hanoi Law University.

Some people wonder how Venerable Thich Chan Quang got his PhD in just 2 years after graduating from university.

Speaking with Tuoi Tre Online , Mr. To Van Hoa, vice principal of Hanoi Law University, said that according to the regulations on enrollment and training for doctoral degrees of the Ministry of Education and Training , the subjects studying for a doctorate include bachelors and masters.

In particular, bachelors must graduate with honors or higher to study directly for a doctorate. "The Most Venerable Thich Chan Quang graduated with honors and studied directly for a doctorate in constitutional and administrative law," said Mr. Hoa.

Explaining why Venerable Thich Chan Quang received his doctorate early, Mr. Hoa said there were two reasons. First, Venerable Thich Chan Quang went straight from bachelor's to doctorate; second, he finished his thesis early and defended his doctoral thesis early.

"Venerable Thich Chan Quang met the training time requirements so he was able to defend his thesis early. All procedures were complete according to the steps prescribed by the Ministry of Education and Training," Mr. Hoa affirmed.

According to Tuoi Tre Online , in fact, Venerable Thich Chan Quang received his bachelor's degree in law on January 26, 2019, and his doctorate degree on April 2, 2022.

Leaders of Hanoi Law University said the school is reviewing the records and will have a detailed report related to the above incident.

Previously, on June 19, Most Venerable Thich Phuoc Nguyen - Deputy Secretary General of the Executive Council, Chief of the Central Office 2 of the Sangha - on behalf of the Standing Committee of the Executive Council signed a notice of disciplinary action against Most Venerable Thich Chan Quang, abbot of Thien Ton Phat Quang (Phu My town, Ba Ria - Vung Tau).

Specifically, Venerable Thich Chan Quang is not allowed to preach in any form, and is not allowed to preside over events that gather large crowds at Thien Ton Phat Quang and other locations for a period of 2 years.

What are the regulations for doctoral admission at Hanoi Law University?

On January 24, 2019, the President of Hanoi Law University issued detailed regulations on enrollment and training at doctoral level.

In which, the training time for people with a master's degree is 3 years of concentrated training, for people with a university degree is 4 years of concentrated training.

"The principal will consider and decide to allow the graduate student to extend or shorten the training period compared to the prescribed time. The extension period shall not exceed 24 months," the regulations clearly state.

On August 16, 2021, the school issued a decision on enrollment and training for doctoral degrees, replacing the decision dated January 24, 2019.

Accordingly, the standard training time for graduate students with a master's degree in the same field is 3 years (36 months), the standard training time for graduate students with a university degree but not a master's degree in the same field is 4 years (48 months).

The above time is calculated from the effective date of the decision to recognize the doctoral student to the date of completion of the procedures for submitting the thesis to the training institution, before implementing the independent review process and establishing the school-level thesis evaluation council.

According to the regulations, the principal is allowed to consider and decide to shorten or extend the training period of the graduate student compared to the standard training period.

Specifically, graduate students are allowed to complete their training program no more than 1 year (12 months) earlier than their full-time study or research plan, or no more than 6 years (72 months) later.
