The report aims to help management agencies grasp the actual compliance of enterprises. The proposal was made by the Ministry of Industry and Trade following the conclusion of the Government Inspectorate on the management and operation of petroleum.

Specifically, key traders must declare in detail the conditions of owning or renting specialized wharves, and the ability to receive oil tankers. Report on the oil receiving warehouses in the system, including the number of warehouses owned, when rented from which enterprise, where and the rental period. Key enterprises also report on the means of transporting oil (including quantity, ownership, rental, type of vehicle, rental period).

In addition, regarding the petroleum distribution system, key traders report the number of owned stores, rented stores (for 5 years or more), petroleum retail agents, petroleum retail franchisees, and petroleum general agents.

According to the Government Inspectorate, from 2017 to September 2022, the results of implementing investment in building commercial petroleum depots according to the plan only reached 15%.

For distributors, the Ministry of Industry and Trade requires reporting of the trader's petroleum distribution system with information on owned stores, rented stores, stores affiliated with petroleum retail agents, stores affiliated with traders with the right to retail petroleum...

Previously, in the conclusion of the Government Inspectorate, it stated: From January 1, 2017 to June 30, 2022, the Ministry of Industry and Trade issued 37 business licenses for exporting and importing petroleum (not including 4 licenses issued to petroleum wholesalers supplying petroleum for aviation activities) and issued 347 certificates of eligibility to act as distributors.

The Government Inspectorate pointed out that allowing the leasing of warehouses and tanks for petroleum storage as a condition for granting licenses and certificates has not encouraged key traders to invest in developing petroleum storage, leading to difficulties in meeting the requirements for commercial petroleum storage. From 2017 to September 2022, the results of implementing investment in building commercial petroleum storage according to the plan only reached 15%.

Notably, the main traders and distributors mainly rent warehouses and oil tanks to meet the conditions for applying for licenses and certificates; sign contracts to rent warehouses and oil tanks only seasonally, based on actual use to reduce costs, and to bypass the management agency. Many warehouse and tank rental contracts do not generate shipments, contract liquidation... affecting the market supply.

The Government Inspectorate identified this as one of the reasons in the licensing process, affecting market supply.
