Request to speed up construction of Bien Hoa - Vung Tau Expressway Project

A series of contractors behind schedule at the Bien Hoa - Vung Tau Expressway Project section through Dong Nai province have been asked to increase manpower and equipment, and work in "3 shifts, 4 crews" to complete the technical traffic opening target before December 19, 2025.

Construction of Component 1 Project, Bien Hoa - Vung Tau Expressway Project.

The Bien Hoa - Vung Tau Expressway Project through Dong Nai province is divided into 2 component projects 1 and 2. In which, Component Project 1 is invested by the Provincial Construction Investment Project Management Board and Component Project 2 is invested by Project Management Board 85 ( Ministry of Construction ).

Many contractors have not yet ensured committed progress.

In mid-July 2025, in a report sent to the Provincial People's Committee, the Provincial Construction Investment Project Management Board said that through the actual inspection of the construction progress, in the two construction packages of Component 1 Project, many contractors were assessed as not meeting the progress requirements to basically complete the project before December 19, 2025. The contractors that are behind schedule are "named" as: Truong Son Construction Corporation, Trung Nam Construction and Installation Joint Stock Company, 479 Hoa Binh Joint Stock Company, Hai Dang Joint Stock Company. In particular, Hai Dang Joint Stock Company was assessed as not meeting the financial capacity, ability to gather materials, vehicles, equipment, human resources, etc. to basically complete the project before December 19, 2025.
December 19, 2025. At the time of inspection, the section of the route undertaken by this contractor had only achieved about 7% of the signed contract value.

According to the Provincial Construction Investment Project Management Board, in terms of capacity, all contractors meet the bidding documents. At the same time, these contractors have committed to organizing construction with the spirit of "3 shifts, 4 teams". However, the implementation in practice is not synchronous and has not achieved clear results.

On July 11, during a field inspection of the construction progress of the Bien Hoa - Vung Tau Expressway Project, Comrade Tran Hong Minh, Member of the Party Central Committee, Minister of Construction, emphasized the consistent goal of completing the technical traffic opening of the entire main route of the Bien Hoa - Vung Tau Expressway, the section passing through Dong Nai province, before December 19, 2025.

At Component 2 Project, in the document of the Department of Economics - Construction Investment Management (Ministry of Construction) sent by Deputy Director of the Department of Economics - Construction Investment Management Dinh Manh Duc to Project Management Board 85 on July 22, 2025, the unit pointed out that many contractors were slow in implementing the construction and did not meet the schedule. Accordingly, Vietnam Import-Export and Construction Joint Stock Company was still behind in the main road embankment and Song Vac bridge; Truong Son Construction Corporation was behind in the left branch bridge at Long Thanh intersection, road embankment at both ends of the left branch bridge and branch bridges N4, N6; Thai Yen Construction Investment Joint Stock Company was still behind in the Long Thanh intersection, road embankment at both ends of the right branch bridge, branches N3, N7, N12; Central Construction Group Joint Stock Company was still behind in the main road embankment, road embankment at both ends of Suoi Ca and Da Vang bridges and the D900 water pipe protection item.

Consider transferring volume when contractor fails to meet schedule

According to Mr. Nguyen Linh, Deputy Director of the Provincial Construction Investment Project Management Board, implementing the direction of the Prime Minister and the Provincial People's Committee, the Provincial Construction Investment Project Management Board is committed to completing the technical traffic of the main route of the Component 1 Project before December 19, 2025. Therefore, for contractors who are slow in construction, the unit has requested to focus on increasing human resources and equipment, and effectively deploying construction in the spirit of "3 shifts, 4 teams". Contractors must proactively prepare enough construction materials, especially construction stones, to speed up the project's construction.

Regarding the two contractors, Truong Son Construction Corporation and Hai Dang Joint Stock Company, on July 21, 2025, Provincial Party Committee member and Vice Chairman of the Provincial People's Committee Ho Van Ha signed a document of the Provincial People's Committee requesting these contractors to urgently mobilize all financial resources, human resources, vehicles and equipment, proactively source land for filling, gather materials, and implement construction in the spirit of "3 shifts, 4 teams", "working on Saturdays and Sundays" to make up for the delayed progress. The Provincial People's Committee requested the two contractors to re-establish a detailed construction schedule to complete technical traffic before December 19, 2025 and send it to the Provincial Construction Investment Project Management Board and the Department of Construction.

At Component Project 2, the Department of Economics - Construction Investment Management requested Project Management Board 85 to direct the contractor Vietnam Construction and Import-Export Joint Stock Company to add more machinery, equipment, and human resources, and increase the construction team to complete the main route embankment in July 2025 and M2 pier, T2 pier of Song Vac bridge, and cast Super T girders in August 2025.

Construction Corporation No. 1 and Central Construction Group Joint Stock Company must complete the embankment of the main route and the road at both ends of Suoi Ca bridge in July 2025; complete the protection of the D900 water pipeline in September 2025, simultaneously with the embankment of the road at both ends of Da Vang bridge; along with that, organize the construction of the foundation and road surface items in a rolling manner to ensure uniformity and continuity along the entire route.

Thai Yen Construction Investment Joint Stock Company and Truong Son Construction Corporation must increase construction of the bridge and approach roads at both ends to complete the Long Thanh intersection in September 2025 and the approach roads at both ends of the bridge in October 2025.

In particular, the Department of Economics - Construction Investment Management also requested Project Management Board 85 to transfer volume based on contract terms when the contractor does not meet progress requirements.
