The first congress to implement the new model
In his opening speech at the Congress, Mr. Do Van Chien, Politburo member, Secretary of the Party Central Committee, Secretary of the Party Committee of the Vietnam Fatherland Front, Central mass organizations, Chairman of the Central Committee of the Vietnam Fatherland Front, stated that, implementing Directive 45-CT/TW of the Politburo, by August 25, 2025, 25 Party Committees, grassroots Party cells and higher-level Party Committees of the Vietnam Fatherland Front Party Committee and Central mass organizations had completed their congresses, ensuring progress and quality according to the Politburo's directive. With the consent of the Politburo, the Secretariat, the Party Committee of the Vietnam Fatherland Front, Central mass organizations solemnly organized the 1st Congress of Delegates, term 2025 - 2030. This is a congress of very important political significance, not only laying the foundation for the leadership of the Party Committee in this term but also guiding the leadership of the Party Committee in the following terms.

The Congress of Delegates of the Central Party Committee of the Vietnam Fatherland Front and Central Mass Organizations for the 2025-2030 term is the first Congress to follow the new model, comprehensively leading the activities of the Vietnam Fatherland Front, socio-political organizations, and people's organizations.
With the theme: "Building a clean and strong Party organization; strongly innovating thinking and leadership methods; gathering and mobilizing people of all walks of life to promote democracy and the strength of great national unity, joining hands and joining hands to enter the era of national development to become rich, prosperous, civilized and happy", the Congress has the following tasks: Comprehensively and deeply assessing the results of implementing the Resolution of the Congress for the 2020-2025 term; determining the directions, goals and tasks for the 2025-2030 term; reviewing the leadership and direction of the Party Executive Committee for the 2025-2030 term; discussing and giving opinions on the draft documents of the 14th National Congress of the Party; implementing the Politburo's decisions on personnel work.

With the motto "Solidarity - Democracy - Creativity - Innovation - Development", Mr. Do Van Chien suggested that the delegates attending the Congress promote democracy, concentrate their intelligence, discuss enthusiastically, and contribute many valid opinions to the draft documents submitted to the Congress and the draft documents of the 14th National Congress of the Party, especially the contents related to the innovation of the Party's leadership methods; the content of the action program of the Fatherland Front and socio-political organizations. He noted the need to thoroughly grasp and well implement the guiding ideology of General Secretary To Lam when handing over the decision to establish the Party and establish the Central Committee of the Vietnam Fatherland Front: "The new model must have new thinking, new ways of doing things, and create new results".

According to the draft Political Report of the Central Party Committee of the Vietnam Fatherland Front and Central Mass Organizations for the 2020-2025 term presented by Ms. Nguyen Thi Thu Ha, member of the Party Central Committee, Standing Deputy Secretary of the Party Committee of the Vietnam Fatherland Front and Central Mass Organizations, Vice President - General Secretary of the Central Committee of the Vietnam Fatherland Front, in the 2020-2025 term, the leadership in implementing political tasks of the Central Party Committee of the Vietnam Fatherland Front and Central Mass Organizations has many positive and comprehensive changes, clearly demonstrating the role of the political nucleus in the political system at the Central level. The transformation of the Party organization model from the Party Delegation to the comprehensive leadership of the Party Committee is an important innovation, creating a basis to improve the effectiveness and efficiency of the leadership and direction of Party committees at all levels in implementing political tasks.
Party committees at all levels have focused on leading the implementation of the task of gathering and promoting the strength of great national unity; stepping up propaganda and mobilizing people to implement the Party's guidelines and policies, the State's laws and policies; effectively organizing patriotic emulation movements and major campaigns associated with the tasks of socio-economic development, ensuring national defense, security and international integration. The achieved results are a testament to the close, comprehensive and decisive leadership of the Party Committee of the Vietnam Fatherland Front and central mass organizations; affirming the role and position of the Vietnam Fatherland Front, socio-political organizations and mass organizations assigned by the Party and State in the political system, contributing to the successful implementation of the goals and tasks of national development in the new period.
Regarding Party building work, the 2020-2025 term marks an important shift in the Party's organization and leadership method for the Fatherland Front system, socio-political organizations, and mass organizations assigned by the Party and the State at the Central level. The establishment of a unified Party Committee under Decision No. 245-QD/TW of the Politburo is a breakthrough in organizational thinking, affirming the Party's political determination in comprehensively and uniformly leading the political system at the Central level. On the basis of the new model, Party building work is deployed synchronously, methodically, and quickly adapting to practical requirements. Leadership methods are innovated in the direction of clear goals, strong organization, and closeness to tasks; discipline and order are tightened; the exemplary role and sense of responsibility of cadres and Party members are promoted. The above results not only strengthen the Party organization, but also create a premise to improve the leadership capacity and fighting strength of the Party Committee in the new development stage.
The draft Political Report also clearly states solutions for leadership in implementing political tasks and Party building work along with 3 breakthroughs, including: Innovating leadership methods according to new models; new thinking, new ways of doing, new results. Strongly innovating content and methods of operation, focusing on the grassroots, residential areas, close to the people, proactively serving the people. Focusing on training, fostering, evaluating, arranging, and effectively using the staff.
Building the Front into a truly common home, bringing practical results to the people
In his speech directing the Congress, General Secretary To Lam expressed his joy at attending the Congress after restructuring the organization and establishing the Party Committee of the Vietnam Fatherland Front and Central organizations. This is a special political event: the first congress of a new model, representing the great national unity bloc in the context of the entire political system being strongly transformed in the spirit of Resolution 18, streamlining the apparatus in the political system to be streamlined, operating effectively and efficiently.

The General Secretary emphasized: "The Front is the people. The Front is the broadest gathering place of the masses - workers, farmers, women, the elderly, youth, teenagers, children, veterans; compatriots of all ethnic groups and religions; intellectuals, businessmen, artists; Vietnamese people abroad. The strength of the Front is the strength of the people. The tradition of the Front is solidarity. Unity to build the country, defend the country, develop the country; unity to stabilize society, improve people's lives, and achieve the great goals of the nation."
According to the General Secretary, we enter the 2025-2030 term with new requirements: synchronous organizational restructuring associated with innovation in operating methods; restructuring the socio-economic development space by "rearranging the country" through the geographical division at the provincial and communal levels with a 3-level local government model; shifting from "right direction" to "right and sufficient results", measurable, verifiable, the achievements are not only felt but must enter the material and spiritual life, social activities of each street, hamlet, village, into each family, into each individual. Ahead, we carry on our shoulders two 100-year goals of the nation, in which the spirit of the Draft Resolution of the 14th National Congress of the Party, the Draft Resolution of the 1st term of the Fatherland Front and the Action Program discussed and decided by the Congress will be the "foundation", the "red thread" throughout the term. The core issue is "what goals to set" and "who will do it, how much, when will it be finished, how will it be measured, and what will be the results".
| I propose that we be consistent with three guiding views: Firstly, taking the people as the center, subject, goal and driving force of innovation. Every resolution and action program must answer: what are the practical benefits for the people, for each vulnerable group, for each specific community. Second, combine democracy, discipline, and rule of law. Expand democracy at the grassroots level, promote social dialogue, go hand in hand with enforcement discipline, rule of law, and respect for differences. Third, shift from formal movements to substantive results, based on data and figures; prioritize models that can be replicated quickly, at reasonable costs, have a great impact on life, and bring practical benefits to people. The General Secretary requested the Party Committee of the Vietnam Fatherland Front and central mass organizations to focus on implementing 6 key points:
First, perfect the organization and coordination mechanism: "one task, one focal point, one deadline, one result". Complete the Regulations on coordination of work between 25 Party organizations under the Party Committee of the Front. It is necessary to clearly decentralize and delegate power; prevent overlap; eliminate administrativeization of the Front organization; and maintain the operating principles of the political system as stipulated in normative documents, in the Party charter and in related regulations.
Second, consolidate and expand the great national solidarity bloc of "leaving no one behind". Design a multi-layered, multi-channel representative and participation network for new-generation workers, farmers, youth on digital platforms, women, the disadvantaged, ethnic and religious people; promote religious solidarity; national solidarity; all ethnic groups are "children of the Dragon and Fairy", brothers and sisters of the same mother and father. Deploy the "Digital Front Portal" to receive 24/7 petitions from the people; organize "Month of listening to people speak" at all levels and regions; establish an interactive map of people's livelihood issues. Promote the precious characteristic of Vietnam that there are no religious and ethnic conflicts to develop great solidarity blocs; consolidate the culture of tolerance, harmony and consensus, turn differences into characteristics, into resources for national development.
Third, take care of people's lives with 6 key areas of people's livelihood and assign primary responsibilities to each organization: Employment - wages - labor safety (assigned to the Trade Union); Green rural livelihood - digital agriculture - value chain (assigned to the Farmers' Association). Family security - gender equality - violence prevention (assigned to the Women's Union). Youth start-ups - digital skills - community volunteering (assigned to the Youth Union). Gratitude - community order and discipline (Association of Veterans, Former People's Police). Establish a provincial community emergency assistance fund; pilot community risk insurance for vulnerable groups; link religions, businesses, and philanthropists into a transparent social welfare chain with social audits. Socio-political organizations operate according to the correct criteria and purposes, clearly demonstrating representativeness, mass character, social - humanism, voluntary - democracy; clearly demonstrating for the noble goals of the nation, country and people.
Fourth, innovate the way unions operate, fight against the "inverted cone" between the Central and the grassroots. The Youth Union and the Women's Union must expand the base of the pyramid: each industrial park has strong Youth Union and Association organizations; each school is a community service project with specific products; shift the focus to learners, knowledge; train young workers outside the state sector, digital youth. The Trade Union returns to its proper function: periodic dialogue, substantive collective discussion, protecting workers' rights, building trade union institutions at home and at work. The Farmers' Association is associated with cooperatives, clusters, processing, and markets. The Women's Union takes the lead in social security programs, family happiness, and mental health care. The Veterans' Association and former Public Security Forces are the fulcrum for discipline, order, and prevention of social evils in the community. Absolutely avoid formal movements, frequent meetings, good reports but thin results; Socio-political organizations and unions are the "common home" of each social community group operating according to expertise, profession, and field, so that they are truly united, have a strong identity, and are highly professional...
Fifth, institutionalize into a mandatory process the policy: People know - people discuss - people do - people check - people supervise - people benefit; issue a set of criteria "3 public - 3 supervision": public goals - public resources - public progress; supervised by people - Front - press. All social security programs have deadlines, output standards, and impact indicators; at the end of each quarter, there must be a public assessment, collecting opinions from beneficiaries with the participation of representatives of workers, businesses, authorities, Front and people's organizations.
Sixth, discipline in implementation, practical emulation - inspection to the end. Apply the formula 3 Easy - 3 Clear - 3 Measure: Easy to understand - Easy to remember - Easy to do; Clear goals - Clear responsibilities - Clear deadlines; Measure inputs - Measure outputs - Measure impacts. Each member organization registers "one big result every quarter", "two breakthroughs every year"; publicize on the electronic tracking board. Strengthen inspection, supervision, rewards - strict discipline; no excuses, no avoidance of conflicts, no chasing after achievements.

To bring the above 6 key points into life, the General Secretary noted that the role of the Standing Committee, Party committees at all levels and each Party member is decisive: The Standing Committee of the Party Committee of the Vietnam Fatherland Front must be truly exemplary, dare to think, dare to do, dare to take responsibility; choose the right breakthrough, the right person, the right job; establish a smooth coordination mechanism from the Central to the grassroots; strive to complete the 6 key points in the first 6 months of the term. Party committees at all levels lead and create conditions for the Front and mass organizations to promote their proper functions, without bureaucracy; clearly set out tasks, transparently allocate resources, remove barriers for the grassroots; periodically dialogue with the people. Party members working in the system of the Front and mass organizations must be the core, keeping the "3 close": close to the people, close to the grassroots, close to the digital space; "5 must": must listen, must dialogue, must be a model, must be responsible, must report results; “4 no’s”: no formalities, no avoidance, no pushing, no wrong function.
"The Resolution of the Party Committee of the Fatherland Front and Central organizations is not a copy of the Draft Resolution of the 14th Congress; it must have the identity of the Front, be specific to the great national unity bloc, easy to remember - easy to do - easy to check. Don't let the Resolution "look good on paper"; everyone will know immediately what to do tomorrow, next week, next quarter", the General Secretary noted.
The General Secretary suggested some early implementation milestones for the Congress to consider and resolve:
Within 3 months after the Congress: complete the organization, issue the Implementation Plan for 3 Consistencies, launch the "Digital Front Portal", select 1 model for social dialogue and 1 model for community security from each province/city.
In the 6 months after the Congress: organize "Listening to People's Voice Month" simultaneously at all levels, organizations and unions under the Front; operate digital maps on people's livelihood issues; end the "inverted cone" situation in the Youth Union and Women's Union by expanding the base in industrial parks, boarding houses, and new rural areas.
Within 1 year: independently assess the provincial social trust index; publish the community security index; replicate the social dialogue model if the criteria are met.
"What I want most in this term is to see clear changes at the grassroots level: fewer meetings; more work and action; fewer slogans, but more results; fewer procedures, more smiles from the people," the General Secretary emphasized.
He called on the Party Committee of the Vietnam Fatherland Front and central organizations to unite, act resolutely, with discipline and creativity, turn the Resolution into reality, turn expectations into achievements, so that the great national unity bloc can truly be an endless resource for a prosperous and happy Vietnam, firmly moving towards the two 100-year goals that the Party has set and the people are expecting.
On behalf of the Presidium, Mr. Do Van Chien fully accepted the direction of General Secretary To Lam, especially the contents of three consistencies, six focuses, three publicity, three supervision, three clarity, three measurement and four no. He said that the Presidium will adjust the resolution to specify the milestones of 3 months, 6 months, 1 year as directed by the General Secretary, determined to implement with the spirit of innovation, close to the people, effective, contributing to promoting the strength of the great national unity bloc, building a strong and prosperous country.

Some opinions and comments of delegates attending the Congress
Lieutenant General Khuat Viet Dung, Deputy Secretary of the Party Committee, Vice President of the Central Committee of the Vietnam Veterans Association: The three most important political tasks of the Vietnam Veterans Association are to fight to protect the Party's ideological foundation, help each other reduce poverty, do good business, and educate the younger generation about traditions. The Association has established Steering Committee 35 at all levels, strengthened political and ideological education, grasped public opinion, replicated effective models, promoted the press and social networks to fight against erroneous and hostile views. In economic development, the Association maintains the movement to help each other reduce poverty, encourages members to establish businesses and cooperatives, and replicates the '5+1' and '2 eliminate, 3 help' models to improve living standards. At the same time, the Association coordinates with the Youth Union, military agencies, and organizations to foster revolutionary ideals, educate about traditions, and set good examples for the younger generation.
Mr. Phan Anh Son, Party Secretary, President of the Vietnam Union of Friendship Organizations: Ensuring the Party's comprehensive leadership and the State's unified and centralized management of foreign affairs activities; synchronously, comprehensively and effectively implementing foreign affairs activities on all three pillars: Party foreign affairs, State diplomacy and people's diplomacy, unified from the central to local levels; skillfully combining foreign affairs methods, ensuring close coordination between foreign affairs and national defense and security; preventing risks of war and conflict, creating and maintaining a peaceful and stable environment, contributing to protecting the Fatherland early and from afar; taking advantage of external resources and favorable conditions for the country's development. Promote diplomacy and foreign relations at the head of state level; combine and expand diplomatic methods: economic diplomacy, digital diplomacy, cultural diplomacy, industrial and commercial diplomacy; build a coordination mechanism between foreign affairs and national defense and security, a coordination mechanism between the three pillars of foreign affairs: Party diplomacy, State diplomacy and people's diplomacy for synchronous and effective implementation; continue to expand and deepen bilateral relations between Vietnam and other countries; strengthen multilateral diplomacy, proactively participate in building, shaping and leading multilateral institutions in accordance with Vietnam's goals, requirements and capacity; build and consolidate the apparatus, develop a team of foreign affairs workers with strong political will, capacity and modern professional skills.
