At the same time, training to improve capacity for farmers and technical staff. Along with that, streamlining the apparatus; reviewing and simplifying administrative procedures related to agricultural product exports; quarantine work, certification of origin of goods should be done locally; publicizing and transparent information and applying online public services; improving the effectiveness of the one-stop mechanism.

Especially promoting private economic development: Establishing a fund to support access to preferential loans for small and medium enterprises, enterprises investing in rural agriculture; flexible land policies for production, especially for agricultural production, supporting trade promotion, connecting domestic and foreign markets.
