Promulgating Kim Thanh Border Gate Regulations

The regulations clearly stipulate working hours; overtime regime; working location; working order and administrative procedures; working style, uniform, badge and attitude; responsibilities of agencies, organizations and individuals entering and operating at the border gate area.

One content that businesses participating in import-export activities are interested in is that the procedures are clearly and scientifically regulated, operating on a digital border gate platform.

Accordingly, for exported vehicles and goods:

Step 1: At barriers 2B and 2C: Organizations and individuals declare information about vehicles and exported goods on the digital border gate platform so that the Border Guard force can guide and direct them to the Kim Thanh Logistics yard or KB2 yard to wait for procedures to exit the vehicle and export goods; the Customs authority confirms that the vehicle and goods have entered the surveillance area (at KB2 yard or Kim Thanh Logistics Company's warehouse).

In case of a dangerous epidemic, organizations and individuals must declare information to the International Health Quarantine agency to carry out health quarantine for people, means of transport, and goods; disinfect the surface (packages, parcels, boxes, crates, etc.) of goods, vehicle walls and containers, and ensure safety conditions to be allowed to enter the border gate area.

Step 2: At the Center for receiving and handling administrative procedures - Building A: Organizations and individuals declare information to specialized management agencies at the Center for receiving and handling administrative procedures. The functional sectors are responsible for handling procedures for goods and means of transport according to their functions and tasks and confirm in order on the digital border gate platform.

Step 3: At KB2 yard or Kim Thanh Logistics Company yard, enter the export gathering yard (in front of the Interdisciplinary House facing inland): Border Guard forces coordinate with the border gate Customs to guide and arrange vehicles carrying export goods to the export gathering yard to be regulated in order of exit and export of goods through the border gate that has been granted on the digital border gate platform; ensure security and order in the border gate area, prevent, detect and handle people, vehicles, goods illegally imported and exported through the border gate and other violations of the law.

Step 4: At barrier No. 1 - lane between House B: The Customs authority confirms on the border gate platform the number of vehicles and goods leaving the surveillance area; the International Health Quarantine agency confirms the completion of quarantine and collects health quarantine fees for exported vehicles and goods (if any). The International Border Gate Transport Management Station controls the vehicles and confirms on the International Transport License for vehicles carrying exported goods; the Border Guard force checks and controls people and vehicles carrying goods that meet the conditions, stamps exit verification, and confirms on the digital border gate platform.

*Export vehicles are regulated and routed reasonably.*

For imported vehicles and goods:

Step 1: At barrier No. 1 - lane between House B: Organizations and individuals declare information about imported vehicles and goods on the digital border gate platform; the Border Guard force checks the documents of people and vehicles transporting goods that are eligible to enter Vietnam's territory, and guides the vehicle drivers to enter the import goods gathering area. The International Border Gate Transport Management Station controls the vehicle and confirms the International Transport License for vehicles carrying imported goods; the International Health Quarantine agency conducts medical examinations, collects quarantine fees and confirms eligibility for entry; the Customs agency confirms the vehicle and goods entering the surveillance area.

In case of a dangerous epidemic, organizations and individuals must declare information to the International Health Quarantine agency to conduct health quarantine on people, vehicles, and goods; disinfect the surface (packages, parcels, boxes, crates, etc.) of goods, vehicle walls and containers, and ensure safety conditions before being allowed to complete entry procedures to enter the import goods staging area.

For imported shipments not transshipped at the border gate, after completing customs procedures, organizations and individuals shall carry out procedures with the competent authorities at the border gate and register the location for receiving and delivering goods according to fixed routes inland as prescribed in Decision No. 35/2022/QD-UBND dated August 31, 2022 of the People's Committee of Lao Cai province.

Step 3: At the customs clearance locations in the border gate area: Customs officers handle customs clearance procedures for imported goods; quarantine agencies conduct physical inspections, take quarantine samples, test quality and issue quarantine certificates for goods (if any); the enterprise importing goods transfers the goods and is allowed to leave the surveillance area.

Step 4: At barriers 2C and 2B (entering the inland): Border guards and border customs officers conduct inspections, controls, and guides people entering and exiting the border gate; inspect, control, and monitor vehicles and export goods entering the border gate area; empty container vehicles entering the loading and unloading yards, and customs clearance for imported goods in the border gate area.

Check, control and monitor Vietnamese vehicles, Chinese vehicles (allowed to travel on routes prescribed by the Ministry of Transport), and imported goods leaving the border gate area to enter the inland.

Check and monitor empty Chinese vehicles going to the empty vehicle parking lot waiting to leave the country.
