On the side of Military Region 4, there were Major General Le Hong Nhan, Deputy Commander, Chief of Staff of Military Region 4 and leaders of Ha Tinh province.

Hoi Thong dike currently has 3 vulnerable points due to erosion of the coastline and the outer protective forest, especially after the recent storm No. 5; the landslides and erosion have reached near the foot of the dike, threatening to affect hundreds of households living inside the dike.
To proactively respond to the storm, the locality mobilized hundreds of people and youth union members to coordinate with armed forces to use steel nets, stone baskets, bamboo stakes, sandbags, and reinforce the eroded dike section to limit the impact of rising sea waves.

Directly inspecting the Cua Hoi storm shelter and Hoi Thong dike in Dan Hai commune, Senior Lieutenant General Huynh Chien Thang acknowledged and highly appreciated the proactive and flexible spirit in preparing to respond to storm No. 10 of Military Region 4 and of the Party Committee, government, armed forces and people of Ha Tinh province.
Assessing that storm No. 10 is strong, moving quickly, and has a great impact on both sea and land, the Senior Lieutenant General requested Party committees, authorities at all levels and armed forces in Ha Tinh to continue to monitor and update regularly and continuously to proactively and promptly direct the implementation of response measures close to the storm's developments, with the most determined and proactive spirit, not to be passive or surprised in any situation.
Implement solutions to ensure safety for people and boats at anchorages and shelters; resolutely not let people stay on boats, cages, and aquaculture huts when the storm directly affects them. If necessary, take coercive measures to ensure people's safety.

Focus on completing the evacuation and immediately moving households in dangerous areas to safe places, paying special attention to places where there has been land subsidence, places at risk of flash floods, landslides, and deep flooding.
At the same time, proactively arrange guards and patrols to ensure security and order at evacuation sites, not allowing people to return without ensuring safety.

Proactively arrange forces, vehicles, and reserve food, provisions, and necessities in vulnerable areas at risk of being isolated due to landslides and floods to be ready to support people and carry out rescue operations when bad situations occur.
