Reform and modernization of tax management in Quang Ninh province

Quang Ninh Provincial Tax Department has developed and implemented an administrative reform plan, controlling administrative procedures closely following the direction of the Tax Department and the Provincial People's Committee in conjunction with the implementation of professional tasks, ensuring the completion of assigned tasks on time, with quality and requirements. Thereby, meeting the requirements of Quang Ninh province as well as ensuring the goals and targets set out in the Resolution of the 15th Provincial Party Congress.

In the period of 2020-2025, Quang Ninh Provincial Tax Department has focused on drastically implementing administrative reform associated with improving public ethics and building office culture, creating maximum convenience for taxpayers. The focus is on promoting the application of information technology, digitizing business processes and developing electronic tax services, avoiding inconvenience and harassment, contributing to improving taxpayer satisfaction index.

At the one-stop department of Quang Ninh Provincial Tax, the application of information technology, implementation of the one-stop mechanism, and the interconnected one-stop mechanism in handling administrative procedures has ensured 100% on-time delivery for individuals and organizations; and increased the satisfaction level of individuals and organizations with the service of the Tax administrative agency.

In addition, Quang Ninh Provincial Tax Department also focuses on digital transformation, facilitating people and businesses in the process of exercising their rights and obligations, while helping to achieve high efficiency in tax management. Accordingly, 100% of administrative procedures are resolved on time. The rate of electronic tax declaration for enterprises and organizations reaches over 99%; the rate of tax declaration for business households paying taxes by the declaration method implementing electronic tax declaration remains at 100%; the rate of electronic tax payment for enterprises and organizations reaches 99.2%. The rate of electronic tax refunds for taxpayers who are individuals with income from salaries and wages who directly settle taxes reaches 98%...

The synchronous implementation of solutions, including administrative procedure reform, has contributed to ensuring budget revenue: Thanks to that, the total state budget revenue in the 2020-2024 period of the provincial Tax sector reached nearly 192 trillion VND, equal to 103% of the estimate assigned by the Ministry of Finance, equal to 95% of the estimate assigned by the province, equal to 139% compared to the previous term. The rate of tax declarations submitted on time reached an average of 98.5%; 100% of tax refund dossiers were resolved on time; 100% of value added tax refunds were electronically... In the first 7 months of 2025, revenue was 25,598 billion VND, reaching 68.1% of the ordinance estimate, reaching 64.8% of the estimate assigned by the province and equal to 114% of the same period.

Identifying the reform of administrative procedures and modernization of the tax management system as a key and continuous task during the implementation of the task, Deputy Head of Quang Ninh Provincial Tax Department Nguyen Thi Minh said: In the coming time, Quang Ninh Provincial Tax Department will continue to propagate tax policies, tax administrative procedures, digital transformation of the Tax sector in many forms; maintain support for taxpayers through forms such as telephone, direct response, Q&A via the Electronic Tax channel....

Along with that, Quang Ninh Tax will continue to update information on upgrading and promptly deploying tax application software...; implementing synchronous and comprehensive digital transformation, focusing on the management and use of electronic invoices, electronic invoices generated from cash registers when providing goods and services; tax management for e-commerce activities; promoting the review and standardization of personal tax codes towards using personal identification codes as tax codes; electronic tax payment for individual business households, electronic tax payment for individuals paying vehicle registration fees...
