Commune level manages extra teaching and learning activities, reviews textbook selection

TPO - The Ministry of Education and Training has just issued a Circular regulating the decentralization, delegation and assignment of authority to perform state management tasks of two-level local authorities regarding general education. The Circular takes effect from July 1.

The regulation aims to ensure decentralization, delegation, and assignment of tasks and powers between local government levels appropriately, without overlapping, duplication, or omission of functions and tasks between local governments at all levels.

Commune Chairman issues school transfer papers

Article 5 of this Circular stipulates that the authority to issue school transfer referral letters for junior high school students is exercised by the Chairman of the People's Committee of the commune where the student is going. The authority to receive, refer to the school of residence, and check the documents is exercised by the People's Committee of the commune where the student is going. Replace the phrase "Department of Education and Training" with "Commune-level People's Committee".

The authority to recognize principals and vice principals of primary schools, secondary schools and multi-level schools (highest level is secondary school) of private type is exercised by the Chairman of the People's Committee at the commune level.

Commune level management of extra teaching and learning

Article 16 of this Circular also clearly stipulates that the People's Committee at the commune level has the authority to manage extra teaching and learning activities in the locality; guide and inspect the implementation of the above regulations on extra teaching and learning; handle or recommend to competent authorities to handle violations.

The People's Committee also monitors and inspects compliance with legal regulations on working hours, overtime, and legal regulations on security, order, safety, environmental sanitation, and fire prevention and fighting of organizations and individuals providing extra teaching and learning outside of school.

The phrase "Head of the Department of Education and Training" will be replaced by "Chairman of the Commune People's Committee" to resolve issues related to education at the grassroots level.

The Circular also regulates the review and approval of textbook selection results.

Accordingly, the People's Committee at the commune level reviews the textbook selection records of educational institutions under its management; reports to the Department of Education and Training on the results of textbook selection of educational institutions.

The Department of Education and Training reviews the textbook selection records of the institutions under its management; reviews the reports of the Commune People's Committee on the selection results and the textbook list of the educational institutions. The Department is also the unit that synthesizes the results and makes a list of textbooks selected by the educational institutions.
