- Can you summarize the outstanding results in implementing the Party Congress Resolution for the 2020-2025 term?
- During the 2020 - 2025 term, despite facing many difficulties and challenges, especially the Covid-19 pandemic, the Party Committee, government and people of Hung Yen have promoted the spirit of solidarity, creativity, and steady steps "in the right rhythm of innovation, in the right direction of development" to make a comprehensive breakthrough. In particular, with the merger of Thai Binh province, a new position and strength have been created, expanding the development space for Hung Yen province to affirm its position as an economic bright spot in the Red River Delta.
Hung Yen has all the potential and conditions to become a modern industrial province, a type I urban area by 2035 and a centrally-run city by 2045. The geographical location is very favorable , especially the advantage of being adjacent to the capital Hanoi ; the land fund and space are still large; the socio-economic infrastructure system is developing rapidly and synchronously, especially traffic infrastructure, industrial park and cluster infrastructure, new urban areas, cultural infrastructure, health, education, training, energy, telecommunications, sports, entertainment, resorts... The investment environment is open, Hung Yen's competitiveness is in the leading group.
Specifically, the economy has always maintained a sustainable growth rate, averaging 9.17% per year, among the top in the country. The economic scale in 2025 is estimated at 328,283 billion VND. The budget has grown impressively, estimated at more than 74,432 billion VND, among the top 4 provinces and cities with the highest budget revenue in the country. The new rural construction program has achieved outstanding results, in which the number of communes meeting model standards is among the top in the country. The appearance of the countryside has changed, people's lives have improved, and the poverty rate is among the lowest in the country. In addition, strategic breakthroughs in administrative reform, social infrastructure, science and technology development, and digital transformation have been implemented quite comprehensively, with some areas achieving outstanding results, especially in transport infrastructure.
There has been much progress in the cultural and social fields. Healthcare, education, and social security have received synchronous attention. Tourism has developed significantly. Import and export have increased steadily over the years. National defense and security are solid; social order is stable; foreign affairs and international integration have expanded, enhancing the province's prestige and position in the region.
The economic achievements that the province has achieved in the past term are the crystallization of the spirit of solidarity, intelligence and responsibility of the Party Committee, government, people and business community in the whole province, creating an important driving force to implement the goals and tasks for the next period.

- We set the development target to 2030, with a vision to 2045 to build a dynamic and rapidly growing, sustainable economy, becoming a modern industrial province among the leading ones in the country; becoming a strong maritime economic center of the North; a smart, ecological city directly under the Central Government.
During the 2025 - 2030 term, the focus will be on creating synchronous fundamental elements of a modern industrial base, civilized urban areas and a strong marine economy. This is a strategic goal that demonstrates the desire for development, strong innovation in thinking and vision, creating development breakthroughs and creating the future in the context of open development space and greater potential and opportunities of the new Hung Yen province after the merger.
The above goal was established by us based on many favorable factors. In particular, the socio-economic development achievements in the period of 2020 - 2025 that I just mentioned above are one of the important foundations. Besides, Hung Yen currently possesses favorable conditions in terms of geographical location located in the Northern key economic region and the Hanoi - Hai Phong - Quang Ninh growth triangle, bordering very dynamically developing localities; especially after the merger, Hung Yen is now not only expanding its area and population, increasing its economic, cultural and social potential, but also creating conditions for the formation of new dynamic regions, connecting more conveniently with the Capital region, major economic centers and gateways to the sea. In addition, the spirit of solidarity and unity in the political system and high consensus in the whole society are indispensable factors, creating important strength and motivation for Hung Yen to firmly step on the journey of innovation and development, successfully implementing the set strategic goals.
Focus on 5 pillars and 3 strategic breakthroughs
- It can be seen that the goals that Hung Yen has set for the coming period are very clear. Could you share some of the breakthrough and key tasks that the province will focus on implementing?
- To realize the set goals, Hung Yen will focus on major breakthroughs and groups of solutions, including building a clean and strong Party and political system; strictly implementing the principle of democratic centralism... Along with that are 3 strategic breakthroughs including:
One is to develop science, technology, innovation, and digital transformation.
Second , develop a synchronous socio-economic infrastructure system, focusing on digital infrastructure and the transport system; prioritize the development of multi-modal transport infrastructure, seaports, traffic axes connecting with highways, national highways, connecting Hung Yen province with Hanoi capital and provinces in the Red River Delta, the Northern coastal region; trunk roads connecting economic, industrial, urban, commercial and tourist centers of the province.
Third , Develop high-quality human resources and a team of qualified and competent staff equal to the task.
At the same time, we also focus on comprehensively developing Hung Yen province based on 5 pillars, including: Developing science, technology, innovation, digital transformation as the main driving force; developing the private economy; promoting the traditional cultural values and people of Hung Yen; promoting urbanization along with urban economic development; developing coastal economic zones.
