The Department of Education and Training of Nghe An has issued an official dispatch directing localities and affiliated units on management, revenue and expenditure at the beginning of the 2025-2026 school year, especially emphasizing tightening education sponsorship activities.
The document was sent to the People's Committees of communes, wards and heads of affiliated units, focusing on many important contents such as facilities, school security, mobilizing resources to build schools and overcome the consequences of typhoon Kajiki. In particular, the issue of mobilizing educational funding received special attention.

According to the latest instructions, the Nghe An Department of Education and Training requested the Chairmen of the People's Committees of communes and wards not to approve the plan to mobilize funding for educational establishments in the area under their management. The reason given was that at the beginning of the school year, the scale of schools, the number of students, classrooms and the need for facilities were not stable.
At the same time, educational institutions are also strictly prohibited from arbitrarily soliciting, receiving or implementing sponsorships or contributions in any form without permission.
Previously, the Nghe An Department of Education and Training issued detailed instructions on the collection of fees at the beginning of the school year, including clear regulations on educational funding. Funding must comply with the principles of voluntariness, publicity, and transparency. Schools are absolutely not allowed to force, and do not stipulate an average or minimum funding level.
In particular, schools are not allowed to assign funding targets to each class or each homeroom teacher. Using educational funding to force contributions or considering it as a condition for providing educational and training services (or as a condition for evaluating and ranking in competition) is strictly prohibited.
To ensure transparency and efficiency, schools must assess the current status of facilities, investment portfolios, and local people's lives to develop plans to mobilize funding.
This plan must be approved by the People's Committee of the commune or ward for preschool to junior high school levels, and approved by the Department of Education and Training for high schools and other affiliated educational institutions.
