Proactively respond to the risk of flash floods, landslides

Implementing the direction of the Prime Minister in Official Dispatch No. 123/CD-TTg dated July 27, 2025 on focusing on overcoming the consequences of flash floods and landslides in Son La province and proactively responding to natural disasters in the coming time, the Provincial People's Committee issued Document No. 1169/UBND-NN8 dated July 28 on strengthening proactive response to the risk of flash floods, landslides in the province.

According to the synthesis of the Ministry of Agriculture and Environment, on the night of July 26 and the early morning of July 27, in the communes of Song Ma, Sop Cop, Huoi Mot, and Chieng So in Son La province, there was heavy rain, causing flash floods and landslides, killing at least 2 people and leaving 4 missing. The risk of damage caused by flash floods and landslides in mountainous and midland areas can occur at any time and cause great damage to people and property.

The Provincial People's Committee requests the Department of Agriculture and Environment and the People's Committees of communes and wards to strictly implement the instructions of the Provincial People's Committee and the Chairman of the Provincial People's Committee on responding to the risks of flash floods, landslides in the province.

According to functions and tasks, proactively strengthen screening, inspection, early detection, and zoning of areas at risk of landslides and flash floods to proactively evacuate and relocate, ensuring the safety of people's lives, especially when heavy rain occurs.

The Department of Agriculture and Environment shall preside over and coordinate with relevant departments and branches to guide localities, agencies and relevant units in implementing and be responsible for synthesizing areas and locations at risk of insecurity due to flash floods, landslides (details down to the commune level), advising and proposing to the Provincial People's Committee to direct the implementation of fundamental and long-term plans and solutions to ensure the safety of people and property of the people. Report and propose to the Provincial People's Committee in August 2025.

At the same time, monitor and urge the general implementation in the province, promptly advise and propose to the Provincial People's Committee to direct matters beyond its authority to ensure the safety of people's property and lives.
