Implementing the Prime Minister 's Official Dispatch No. 70/CD-TTg dated July 21, 2024 on focusing on responding to storm No. 2 and floods; to proactively and effectively respond to storms and floods to ensure safety of life and minimize damage caused by natural disasters, all levels, sectors and localities of the province have proactively deployed prevention and control measures with the motto "Proactive prevention, timely response, urgent and effective recovery".

Authorities and functional forces of Tan Son district overcome landslides in Buong area, Tan Son commune.

According to the forecast of the Northern Mountainous Region Hydrometeorological Station at 7:00 a.m. on July 22, the center of the storm was located at about 19.5 degrees North latitude; 109.3 degrees East longitude, on Hainan Island (China). The strongest wind near the center of the storm is level 8-9 (75-88 km/h), gusting to level 11, moving northwest at a speed of about 15 km/h. It is forecasted that from the night of July 22 to July 24, there is a possibility of moderate rain, heavy rain and thunderstorms in the province, locally very heavy rain with total rainfall from 50-100 mm, some places over 150 mm.

The Prime Minister's telegram stated that Phu Tho is among the provinces that must urgently respond to storm No. 2 and floods. Accordingly, the Provincial People's Committee issued a document directing departments, branches, sectors, district-level People's Committees, and Phu Tho Irrigation Works Exploitation State-owned Company to closely monitor warning bulletins and forecast developments of rain and floods in the area, promptly provide warning information to communes, wards, towns and people to proactively prevent, avoid and respond; and direct local media agencies to increase dissemination and guidance for people to implement measures to ensure safety and limit damage.

Deploy shock troops to inspect and review residential areas along rivers, streams, dikes, dams, low-lying areas, and areas at high risk of flooding, flash floods, and landslides to proactively organize the relocation and evacuation of people when situations arise; clear the flow, and promptly handle construction incidents from the first hour.

Review and arrange forces to control and guide traffic at culverts, flooded areas, isolated areas, landslide areas or areas at risk of landslides; resolutely not allow people and vehicles to pass through if safety is not ensured; prepare forces, materials and means to handle incidents, ensure smooth traffic on main traffic routes.

Proactively develop plans to ensure the safety of dikes, dams, and downstream reservoirs; especially weak, degraded, or incident reservoirs; projects under construction; and mineral exploitation areas to limit damage to aquaculture, agricultural and industrial production, and infrastructure works; arrange a permanent force to operate and regulate and be ready to handle possible situations...

Comrade Nguyen Xuan Viet - Head of the Department of Agriculture and Rural Development of Tan Son district informed: From July 15 to July 20, in Tan Son district, there was continuous moderate and heavy rain, causing landslides from the positive slope down to the inter-commune asphalt road at Km10+100 of Provincial Road 316H in Buong area, Tan Son commune. The length of the landslide was about 30m, completely blocking the road surface, causing traffic obstruction. Immediately after the disaster occurred, the local government and functional forces of Tan Son district actively intervened to overcome the situation and quickly ensure traffic flow for vehicles and people.

Proactively responding to storm No. 2 causing heavy rain, possibly causing landslides and floods in the area, Tan Son district leaders inspected the work of preventing and responding to the risk of floods and landslides in a number of communes; in which, focusing on key points with high risk of landslides in the communes: Xuan Dai, Kim Thuong, Xuan Son and Tan Son.

The district has directed communes to quickly deploy measures to be ready to respond to natural disasters according to the direction of the District Steering Committee for Natural Disaster Prevention and Search and Rescue; strictly implement the duty regime, information, warning, and propaganda for people to evacuate and move out of high-risk landslide areas; promote the role of shock teams and search and rescue forces, promptly respond to minimize human and property damage caused by natural disasters....

With the province's strong direction to respond to storm No. 2 and floods, departments, branches, localities, agencies and units organized and implemented urgently, seriously and promptly, minimizing damage to people and property of the people and the State.
