President To Lam: Judicial reform better meets the requirements and demands of the new situation

During the meeting of President To Lam with the Central Steering Committee for Judicial Reform on the morning of July 31 in Hanoi, the members of the Steering Committee continued to unanimously report to the Politburo on the necessity of maintaining the organization and operation of the Steering Committee to help the Politburo lead and direct the effective implementation of judicial reform tasks according to the Party's policies, especially the tasks and solutions on judicial reform stated in Resolution No. 27-NQ/TW.

Also attending the working session were Politburo members, Party Central Committee Secretaries: Head of the Party Central Committee's Internal Affairs Commission Phan Dinh Trac, Deputy Head of the Steering Committee; Chief Justice of the Supreme People's Court Nguyen Hoa Binh ; Party Central Committee members, Deputy Prime Minister Le Thanh Long; Vice Chairman of the National Assembly Nguyen Khac Dinh; Party Central Committee members who are members of the Steering Committee; leaders of a number of central departments, ministries and branches.

At the meeting, the Central Steering Committee for Judicial Reform assessed the situation and results of work in the past time; agreed on the direction and key tasks in the coming time. The members of the Steering Committee gave their opinions on the Report on the organization, functions, tasks, powers and some results of the activities of the Central Steering Committee for Judicial Reform, clearly stating the advantages, limitations, outstanding results of work and proposing directions for implementation.

The members of the Steering Committee continued to unanimously report to the Politburo on the necessity of maintaining the organization and operation of the Central Steering Committee for Judicial Reform to help the Politburo lead and direct the effective implementation of judicial reform tasks according to the Party's policies, especially the tasks and solutions on judicial reform stated in Resolution No. 27-NQ/TW, ensuring that judicial work and judicial reform in general, and coordination between agencies and organizations in implementing judicial reform tasks in particular, continue to be under the direct and comprehensive leadership of the Party.

Concluding the working session, President To Lam affirmed that during its terms, the Central Steering Committee for Judicial Reform has fully performed its assigned functions and tasks; closely followed the Party's guidelines and policies on judicial work, goals, viewpoints, directions and tasks of judicial reform in Party documents and resolutions, requirements and tasks of socio-economic development, international integration and practices of judicial agencies to lead and direct the effective implementation of many important tasks on judicial reform.

President In recent years, the Steering Committee's activities have been active in accordance with its assigned functions, tasks and powers; the results achieved by the Steering Committee over the terms have contributed to improving the effectiveness and efficiency of judicial activities, effectively fighting all types of crimes, protecting justice, protecting human rights, civil rights, legitimate rights and interests of the State, organizations and individuals, maintaining political security, social order and safety, promoting socio-economic development, and accelerating the country's international integration process.

In addition to the achievements, President To Lam also pointed out a number of shortcomings and limitations of the Steering Committee in recent times. The President emphasized that judicial reform is one of the important contents in the Party's innovation policy, aiming to contribute to building and perfecting the socialist rule-of-law state of Vietnam. In the coming time, the country will continue to promote the development of a socialist-oriented market economy, build and perfect the socialist rule-of-law state of Vietnam, deeply integrate into the international community, and the fourth industrial revolution will give rise to many new, complex, and unprecedented problems in civil, administrative, commercial, labor, security, and order relations; the demands of the people and society on judicial agencies and judicial activities are increasingly high. Therefore, judicial work and judicial reform need to continue to be promoted, with high political determination, with a suitable roadmap, to better meet the requirements and demands of the new situation.

Emphasizing at the meeting, the members of the Steering Committee continued to unanimously report to the Politburo on the necessity of maintaining the organization and operation of the Steering Committee to help the Politburo lead and direct the effective implementation of judicial reform tasks according to the Party's policies, especially the tasks and solutions on judicial reform stated in Resolution No. 27-NQ/TW. The President requested that the Central Internal Affairs Committee closely coordinate with the Central Office and relevant agencies to promptly submit to the Politburo for consideration and approval the Project "Organization and operation of the Central Steering Committee for Judicial Reform".

After the Project is approved by the Politburo, it is recommended that the Central Internal Affairs Committee receive and complete the draft Decision on perfecting the apparatus and organization of the Steering Committee and the draft Regulations on the functions, tasks, powers, working regime, and working relations of the Steering Committee, and submit them to the Head of the Steering Committee for consideration before the Politburo decides.

The Central Internal Affairs Committee coordinates with agencies whose leaders are members of the Steering Committee to develop plans and programs for key work on judicial reform from now until the end of the year and the end of the term.
