On the evening of September 29, at the right dike of Cau Chay River, the section passing through Xuan Tin Commune, bordering Da Ngoc Village, Yen Phu Commune, the river water rose and overflowed the dike. Meanwhile, heavy rain continued to fall in the area, posing a high risk of widespread flooding, affecting about 200 households and 600 people in Da Ngoc and Da Nam villages, Yen Phu Commune.
Faced with the above situation, Yen Phu Commune Police advised the local Party Committee and authorities to deploy a plan to evacuate people at night. The entire police force, security and order protection team at the grassroots level and functional forces were mobilized overnight to move people and property of households in Da Ngoc and Da Nam villages out of the dangerous area to safe shelters.
At around 9:00 p.m. on September 29, a dike overflow incident occurred on the Cau Chay River with a length of more than 200m in the dike section passing through the area of village 1 Phuc Boi, Tho Lap commune. Immediately after the dike overflow incident, Tho Lap commune police mobilized more than 50 officers and soldiers of the commune police and the security and order team along with local forces to reinforce and build the dike. With a spirit of urgency and close coordination between the forces, after only about 2 hours, the dike overflow incident on the Cau Chay River in Tho Lap commune was resolved.
At 11 p.m. on September 29, the water level of the Hoat River rose rapidly. At the section flowing through Song Nga and Quan Chiem villages, Ha Long commune, there was a risk of floodwater overflowing the dike, directly threatening the safety of the people. Faced with this situation, Ha Long commune police mobilized officers, soldiers and members of the security and order protection team to coordinate with Division 390 and local forces to urgently reinforce and fill more than 1,600m of soil and sand to prevent floods from entering residential areas. By nearly 2 a.m. on September 30, the forces had completed the reinforcement and filling of the dike.
Together with the police of Yen Phu, Tho Lap and Ha Long communes, on the night of September 29 and early morning of September 30, the police forces of communes and wards in Thanh Hoa province, especially in key flooded areas such as Nong Cong, Tuong Linh, Dong Thanh, Ha Trung, Tan Ninh, Cam Thuy... worked all night with local authorities and forces to accompany and support the evacuation of people and property in dangerous areas to safety.
