Thanh Hoa Provincial Police summarize 10 years of work in taking statements and questioning suspects

On the morning of August 3, Thanh Hoa Provincial Police held a conference to summarize 10 years of work in taking statements and interrogating suspects by the Investigation Police force. Lieutenant General Nguyen Duy Ngoc, member of the Party Central Committee, Deputy Minister - Head of the Investigation Police Agency of the Ministry of Public Security attended and delivered a speech at the conference.

According to statistics from Thanh Hoa Provincial Police, from 2012 to 2022, there were 17,638 cases of social order crimes in the area, involving 33,024 subjects. Every year, the activities of social order crimes in the area are controlled and reduced by 5 to 6% compared to the previous year, with an annual investigation and discovery rate of over 80%. In the past 10 years, crimes in the province have decreased by 19.1% (1,478/1,825 cases).

To achieve the above results, in recent times, Thanh Hoa Provincial Police have always paid attention to, directed the organization and fully implemented the provisions of the law related to the work of taking statements and questioning suspects to the team of investigators and investigation officers to ensure compliance with the provisions of the law... Therefore, in the past 10 years, the process of questioning suspects carried out by Thanh Hoa Provincial Police has always ensured the principles of objectivity and caution; the principles of legality; the principles of ensuring comprehensiveness, completeness and confidentiality of information.

The summary report of 10 years of work in taking statements and questioning suspects of the Thanh Hoa Provincial Police Investigation Force from 2013 to present also affirmed that the work of taking statements and questioning suspects has a special role, position and importance, unique to the People's Police Force. The essence of questioning suspects is a struggle of will and reason between investigators and suspects. Therefore, for this activity to be highly effective, it requires investigators to have a high level of legal culture, professional expertise, extensive knowledge of society and psychology, extensive experience in questioning and always clearly identify the purpose and tasks of the questioning, the measures and means to be used to achieve the proposed goals.

Over the past 10 years, the Investigation Police Force of Thanh Hoa Provincial Police has fully implemented the tasks of each force system; the work of taking statements and questioning suspects has achieved certain successes, playing an important and key role in the process of fighting to clarify the truth of the cases. The activities of taking statements and questioning suspects; the investigation and settlement of cases and incidents of the Investigation Police Force of Thanh Hoa Provincial Police always ensure compliance with the provisions of law, correct procedures, and ensure the prescribed time limit.

The Procuracy, detectives, local police, departments, branches, organizations, and authorities at all levels have coordinated and created favorable conditions for taking statements and questioning suspects, meeting the requirements for collecting evidence and documents, serving the investigation and settlement of cases and incidents. In addition, the number and quality of investigators and investigation officers have continuously increased over the years, meeting the requirements of the work, contributing to curbing the increase in crime and stabilizing security and order in the area.

However, in the current period with the general development trend of the world, especially the explosion of the 4.0 industrial revolution, it requires the application of tactics for taking statements and questioning suspects in the current period to have timely additions and changes.

The Conference recorded 8 comments, in which the most prominent were the practical experiences of the Police of units and localities as an important basis to contribute to improving the effectiveness of taking statements and questioning suspects of the Investigation Police force of the whole province. The comments focused on highlighting effective methods and approaches in the process of taking statements and questioning suspects. At the same time, they pointed out the difficulties and shortcomings that need to be amended and supplemented in the activities of taking statements and questioning suspects, responding to the work of preventing and fighting crimes in the new situation.

In particular, we must always respect the principle of "respecting evidence, not easily believing testimony", testimony is an important source of evidence but is not the only source of evidence to convict, but must be consistent with other collected documents and evidence. Based on the analysis and assessment of the situation, pointing out the advantages, difficulties, challenges as well as the achievements, remaining problems and limitations, Deputy Minister Nguyen Duy Ngoc affirmed that the work of taking statements and interrogating has been of interest to all generations of leaders of the Ministry and considered this a scientific work.

To continue to improve the effectiveness of taking statements and questioning suspects in the coming time, Deputy Minister Nguyen Duy Ngoc emphasized that in the coming time, the Investigation Police force first needs to clearly identify crimes, from which it turns into awareness, turns into solutions; after each case, there needs to be a summary to draw experience; pay special attention to the field of high-tech crimes in cyberspace.... Each officer and soldier of the Investigation Police Agency of Thanh Hoa Provincial Police needs to be more active in researching, learning, improving their qualifications, ensuring compliance with legal regulations, especially in questioning suspects who are foreigners and ethnic minorities.
