Announcement of decisions on appointing key officials of the civil enforcement system

(Chinhphu.vn) - On the morning of July 4, the Ministry of Justice held a ceremony to announce decisions on the organization of civil judgment enforcement system staff. Minister of Justice Nguyen Hai Ninh chaired the ceremony.

This is a very special event, marking a strong shift in reforming the organizational apparatus, perfecting personnel and promoting the application of digital technology , aiming to build a streamlined, modern, effective and efficient civil enforcement system.

At the ceremony, Director of the Department of Organization and Personnel, Ministry of Justice Phan Thi Hong Ha announced the Decisions on appointing leaders of the Civil Judgment Enforcement Management Department (CJD), leaders of the Boards and equivalents of the Department, Heads and Acting Heads of the CJD of provinces and cities. Accordingly, Mr. Nguyen Thang Loi, Acting Director General of the CJD, was appointed to hold the position of Director of the CJD from July 1, 2025.

Speaking at the ceremony to congratulate and assign tasks to 59 comrades who have just been awarded Decisions to be appointed to leadership and management positions in the THADS system under the new organizational model, Deputy Minister of Justice Mai Luong Khoi emphasized that these are comrades who are assessed to have strong political qualities, good ethics and lifestyle, and outstanding leadership and management capacity as well as expertise and practical work experience.

Deputy Minister Mai Luong Khoi believes that in their new positions, they will continue to promote a sense of responsibility and internal solidarity, excellently complete assigned tasks, and actively contribute to the overall development of the industry as well as the locality.

On behalf of the Party Standing Committee and the leaders of the Ministry of Justice, Deputy Minister Mai Luong Khoi also pointed out the difficulties and challenges in operating the new organizational model, and at the same time set out 5 key tasks for the entire THADS system.

Accordingly, Agencies and units in the entire THADS system need to urgently improve the organizational structure according to the one-level model, ensuring streamlining, clear functions, no overlap, and smooth operation. Continuously improve leadership, management and organizational capacity in the entire THADS system, especially in the context of implementing the one-level organizational model.

At the same time, promote digital transformation and application of information technology in THADS activities.

For the THADS Management Department, it is necessary to focus on comprehensively grasping the contents and progress of work, especially key work groups to focus on leading and directing THADS agencies, promoting work progress in the last months of the year, organizing and implementing the completion of targets and tasks for 2025 and the following years.

For 34 provincial and municipal THADS agencies - currently operating under the new model from July 1, 2025, Deputy Minister Mai Luong Khoi requested the collective leadership and all civil servants at all units to continue promoting a high sense of responsibility, solidarity, and unity in organizing and implementing tasks...

Deputy Minister Mai Luong Khoi emphasized that this is not only an honor, but also a recognition by the Party, the State and the entire industry for the qualities, capacity, prestige and continuous efforts of the comrades in the past time. Thereby, he believes that, in the new position, each comrade will continue to promote the sense of responsibility, maintain political courage, unite with the collective, make greater efforts to excellently complete the assigned tasks; actively contribute to the sustainable, effective and efficient development of the unit, locality and the entire THADS system in the new period.

On behalf of the comrades who were awarded the Decision, comrade Nguyen Thang Loi, Director of the Department of THADS Management, expressed his thanks to the Party Committee Standing Committee and the leaders of the Ministry of Justice for entrusting the important responsibilities to the personnel, including himself personally in the position of Director of the Department of THADS Management. This is both an honor and a responsibility for each individual appointed.

Comrade Nguyen Thang Loi said that reorganizing the THADS system according to the 2-level model is not only to arrange and streamline the apparatus to ensure effective and efficient operations, but also to demonstrate a strategic vision on management thinking, direction and operation for long-term development; create new motivation and resources, and take advantage of the synergy to build a "integrity, professionalism, discipline and efficiency" civil enforcement system.

"I would like to represent the Party Committee and the Ministry's leadership in accepting the tasks and responsibilities assigned by the Party Committee and the Ministry's leaders and consider these as solutions to overcome challenges and seize opportunities to operate the THADS system effectively and efficiently in the coming time, especially in this transitional period. At the same time, I promise to be united, unanimous, courageous, and determined to focus all resources and speed up work progress in the peak months at the end of the year to complete the assigned targets and tasks...", Comrade Nguyen Thang Loi emphasized.

Previously, on June 25, 2025, Minister of Justice Nguyen Hai Ninh issued Decision No. 1898/QD-BTP, stipulating the functions, tasks, powers and organizational structure of the THADS Management Department, comprehensively reorganizing the THADS system.

According to the new organizational model, at the central level, the THADS Management Department consists of 7 specialized units, organized in a streamlined, specialized and modern direction. At the local level, the THADS system is organized at one level, with 34 THADS agencies at the provincial and municipal levels, including 355 regional THADS Offices (replacing the old model with district-level branches). The consolidation of the organizational apparatus according to the new model has streamlined an intermediate level (district level), increased specialization, thereby improving the quality of civil servants and the effectiveness of execution.
