According to the Ministry of Ethnic Minorities and Religions, from 2021 to present, along with promoting socio -economic development, mass mobilization work in ethnic minority areas has always received attention, direction, deployment and implementation from Party committees at all levels, local authorities and social organizations.
However, the concretization of resolutions by some leaders and Party committees is still sometimes confusing; awareness and direction of implementation of monitoring activities, social criticism, participation in Party building and government building are still limited, not up to par with the requirements of tasks in the new situation.
Supervision and criticism are not up to the task
According to the 5-year summary report on the implementation of administrative mass mobilization work of the Ministry of Ethnic Minorities and Religions in the period of 2021-2025, Vietnam has 53 ethnic minorities with more than 14.1 million people, nearly 3 million households (accounting for 14.7% of the country's population). The main residential areas are in the Northwest, Central Highlands, Southwest, and Central Coast.
In recent times, the work of propagating, disseminating and thoroughly understanding the Party's viewpoints and policies and the State's laws and policies to ethnic minority and mountainous areas has always received attention from the Ministry of Ethnic Minorities and Religions.
Specifically, during their work, cadres, civil servants, public employees and workers at the Ministry of Ethnic Minorities and Religions always flexibly apply the Party's viewpoints, policies and guidelines, and the State's laws and policies to promptly handle practical situations; especially in mass mobilization work, skillfully associated with the implementation of Conclusion No. 21-KL/TW of the 13th Party Central Committee on promoting, building and rectifying the Party and the political system.
Along with that, patriotic emulation movements, campaigns associated with mass mobilization work among cadres, civil servants, public employees and people (such as "All people unite to build a cultural life"; "The whole country joins hands to build new rural areas"; "For the poor - No one is left behind"; "The whole country joins hands to build new rural areas"...) are also organized, to contribute to strengthening the great national unity bloc, thereby consolidating people's trust.
In the above context, the contingent of ethnic minority cadres in mountainous and highland communes has gradually improved their qualifications and capacity, and received more attention in terms of regimes and policies. Equality among ethnic groups is guaranteed, and solidarity among ethnic groups is consolidated and strengthened.
In terms of economy, in recent years, in ethnic minority and mountainous areas, many ethnic policy programs and socio-economic development have been implemented and achieved great successes, supporting people to improve their material and spiritual life; contributing to development, hunger eradication, poverty reduction; ensuring national security, defense, and social order and safety.
Up to now, the particularly difficult communes have had full infrastructure works: 100% of communes have car roads to the center; 99% of commune centers and 80% of villages have electricity; 65% of communes have small irrigation systems to meet production and living requirements; 88% of villages have roads for motor vehicles and 42% of villages have standard traffic roads.
Notably, as of July 8, 2025, the whole country has supported the elimination of 264,522 temporary and dilapidated houses; supported 41,632 houses for people with revolutionary contributions; supported 87,105 houses under the 2 National Target Programs; supported 126,867 houses under the Program to eliminate temporary and dilapidated houses...
However, according to the Ministry of Ethnic Minorities and Religions, the awareness of a number of cadres and party members still underestimates the importance of studying and thoroughly understanding resolutions; they do not really understand the role and significance of mass mobilization work; the methods of operation of mass organizations are sometimes slow to innovate.
The concretization of resolutions by some leaders and Party committees is sometimes still confusing and not linked to the reality of implementing assigned responsibilities and tasks in carrying out political tasks; awareness and direction of implementing monitoring activities, social criticism, and participation in Party building and government building are still limited and not on par with the requirements of tasks in the new situation.

The activities of mass organizations are only superficial, not proactive in grasping the ideological situation of the masses, and coordinating to solve pressing problems is still passive.
Key solutions in the coming period
Faced with the above reality, the Ministry of Ethnic Minorities and Religions has set out a number of tasks and solutions such as promoting the study, dissemination, propaganda, and implementation of resolutions, directives, and conclusions of the Politburo, the Secretariat, Party policies, and State laws on mass mobilization work of agencies and authorities.
Along with that, it is necessary to continue to effectively implement Directive No. 33/CT-TTg dated November 26, 2021 on continuing to strengthen and innovate the mass mobilization work of state administrative agencies and authorities in the new situation; implementing the grassroots democracy regulations in performing the functions and tasks of each agency and unit; the responsibilities of each cadre and party member, first of all, party members holding leadership and management positions in state units.
In addition, the Ministry of Ethnic Minorities and Religions will continue to mobilize cadres, civil servants, public employees and workers to actively participate in emulation movements, respond to the campaign "For the poor" according to the plans and instructions of the Party Committee of the bloc to implement Directive No. 05-CT/TW of the Secretariat on "Strengthening the Party's leadership in sustainable poverty reduction until 2030" associated with building skillful mass mobilization models; emulation movement "Building a civilized, grassroots lifestyle, practicing thrift, fighting waste."
The State management agency in the field of ethnicity and religion also determined to promote emulation movements, competitions to learn about the tradition and culture of the industry, social security activities; organize activities to celebrate important events to celebrate major anniversaries of the Party and the nation.
In that spirit, the Ministry of Ethnic Minorities and Religions, State administrative agencies and authorities at all levels make the greatest efforts to successfully carry out the tasks of socio-economic development and national defense; contributing to building clean and strong Party organizations, agencies, units and unions./.
