On the morning of September 27, the Quang Tri Province Civil Defense Command (PTDS) said that the locality is strictly implementing response plans according to the level of natural disaster risks to ensure the safety of people, boats and constructions in the area before the storm.
The province currently has 8,577 vessels with 23,232 workers, most of which are anchored at the port. The remaining 145 vessels/810 workers are operating at sea. All of these workers are closely monitored and guided to safe ports to limit risks caused by storms.
Reservoirs in the province are operating safely, with a total capacity of about 67.82% of the design. The construction of dykes, embankments, lakes and dams under construction has basically completed about 80% of the volume, ensuring appropriate flood-clearance heights and technical stopping points. Localities have inspected, reviewed and promptly repaired damages, and at the same time developed disaster response plans and dyke protection plans in vulnerable areas, ready for all situations.
Currently, the whole province has 152 points at risk of landslides on hills, 128 points at risk of riverbank landslides and 10 coastal points, of which 34 are mountainous points and 5 are coastal points that are especially dangerous. Many culverts and national and provincial highways are partially flooded, affecting traffic and people's daily life.
In the Summer-Autumn crop, the unharvested rice area is about 1,349 hectares, corn 94.3 hectares, along with other crops such as peanuts, sweet potatoes, beans, cassava and industrial crops and fruit trees. The unharvested aquaculture area is about 6,640 hectares, with 2,489 cages distributed throughout the province. Localities have directed measures to protect, cover and relocate cages in high-risk areas to limit damage caused by storms and floods.
Authorities call on ships to come ashore
To proactively respond to the storm, on the afternoon of September 26, the People's Committee of Quang Tri province issued an urgent dispatch, requesting sectors and localities to proactively deploy response plans. Chairman of the Provincial People's Committee Tran Phong requested the People's Committees of coastal communes and Con Co special zone to count all boats and provide guidance on safe shelters. At the same time, immediately deploy storm prevention and control measures at sea, islands, coastal areas and mainland, proactively reinforce and ensure the safety of houses and essential infrastructure works.
Localities are prepared to evacuate and relocate people from dangerous areas, check areas at risk of flooding, landslides, urban areas, low-lying areas, and unfinished construction works to have a plan to handle incidents when they occur. At the same time, protect and harvest according to the motto "green at home is better than old in the field" for food crops, flowers and aquaculture, resolutely evacuate people on cages and watchtowers to safe places.
The Department of Agriculture and Environment inspects and ensures the safety of reservoirs, dykes, and flood drainage systems; prepares forces, vehicles, and materials to handle any situation that may arise. The Department of Transport inspects the traffic system, especially key routes and areas at risk of landslides and flooding, to have plans to regulate and provide guidance to ensure safety.
The Chairman of the Provincial People's Committee requested localities to strengthen inspection and supervision of storm prevention and control work at the grassroots level, especially in vulnerable areas, remote areas, and places that are easily isolated, and strictly implement the 24/7 duty regime.
