On the morning of September 27, at the Hai Phong City Convention and Performance Center, the Hai Phong City Party Committee solemnly held the opening ceremony of the 1st Congress of Delegates, term 2025-2030.
On behalf of the Politburo , Mr. Pham Minh Chinh, Politburo member and Prime Minister attended and delivered a speech directing the Congress.
Also attending were comrades: former General Secretary Nong Duc Manh; former Politburo member, former President Nguyen Minh Triet; former Politburo members, former Chairmen of the National Assembly: Nguyen Van An, Nguyen Thi Kim Ngan; former Politburo members, former Standing members of the Secretariat: Phan Dien, Tran Quoc Vuong; Party Central Committee Secretary, Director of the General Department of Politics of the Vietnam People's Army Trinh Van Quyet; Party Central Committee Secretary, Acting Minister of Foreign Affairs Le Hoai Trung; Deputy Prime Minister Bui Thanh Son; National Assembly Vice Chairman Vu Hong Thanh; leaders of central committees, ministries and branches.
Attending the Congress were 445 official delegates representing more than 243,000 party members, from 118 Party Committees under the Hai Phong City Party Committee.

Building Hai Phong into a livable city of regional stature
The 1st City Party Congress has the theme: "Continuing to improve the leadership capacity of the Party Committee; promoting the tradition of "Heroic City" and the strength of great national unity; promoting innovation; turning Hai Phong into a modern, civilized Port City, leading in building Socialism"; with the task of summarizing the implementation of the Resolution of the Congress for the 2020-2025 term; determining goals, directions, tasks, and solutions for the 2025-2030 term; discussing and contributing opinions to the Documents submitted to the 14th National Congress of the Party.
The Congress assessed that during the 2020-2025 term, the Hai Phong City Party Committee has strived to achieve comprehensive achievements in all aspects. Of which, Hai Phong City (old) has 13/20 targets meeting and exceeding the targets set out in the Resolution; Hai Duong Province (old) has 16/19 targets meeting and exceeding the targets set out in the Resolution.
The work of building the Party and the political system has been carried out comprehensively and synchronously. In particular, Hai Phong has resolutely, synchronously and urgently reorganized the political system; the two-level local government has operated stably, smoothly and gradually put into order; strengthened the work of inspection, supervision, Party discipline, anti-corruption and waste; and thoroughly handled many serious and complicated cases and incidents.
In particular, Hai Phong proactively deployed the project to build a model of Socialism associated with Socialist people in Hai Phong city for the period 2025-2030 and the following years, under the direction of the General Secretary.
The economy maintained a high growth rate, Hai Phong city (old) basically completed industrialization and modernization according to the goals set by the Congress Resolution. The average GRDP growth rate reached 11.39%, maintaining a double-digit growth rate for 10 consecutive years, 1.8 times higher than the whole country. The total budget revenue in the area grew continuously for 4 consecutive years, exceeding the 100 trillion VND mark. The GRDP growth rate of Hai Duong (old) reached 9.8%, exceeding the set target. The main economic indicators all met and exceeded the targets set by the Congress, higher than the national average.
Infrastructure and socio-economic infrastructure have been invested and developed strongly, with many inter-regional road traffic projects, seaports, waterways, and aviation. Total newly registered and increased FDI capital is estimated at 20.2 billion USD, 1.89 times higher than the period 2016-2020. Establishment of the Southern Coastal Economic Zone, expected to complete construction of the new generation Free Trade Zone in 2025.
The cultural and social sectors receive investment attention, social security is guaranteed with many separate and breakthrough mechanisms and policies. Hai Phong City (old) will have no poor households by 2024.
Ha Long Bay-Cat Ba Archipelago and the Yen Tu-Vinh Nghiem-Con Son and Kiep Bac relic and scenic complex were officially recognized by UNESCO as World Heritage Sites.
National defense and security are strengthened; the city focuses on building a "drug-free city" under the direction of the General Secretary.
Foreign affairs and international integration activities continue to be promoted, practically and effectively, with trade activities with over 130 countries and territories; having friendly cooperative relations with 31 foreign localities.
The Hai Phong City Party Committee sets the goal by 2030: To build Hai Phong into a modern, civilized, ecological and livable industrial seaport city of the Southeast Asian region; a pioneer in industrialization, modernization, digital transformation, green transformation and innovation; a leading center of marine economy, high-quality tourism, logistics services and clean energy in the country, an international center for training, research, application and development of marine science and technology.
The material and spiritual life of the people has been improved, social security and welfare are comprehensive, approaching typical cities in the region; national defense, security, social order and safety are solid. The Party Committee and the political system of the city are united, have leadership capacity, high fighting strength, cadres are exemplary in courage, intelligence and aspiration to contribute; take the lead in building a model of Socialism associated with Socialist people.
The City Party Committee strives for the annual admission rate of new Party members to reach 3% or more of the total number of Party members; by the end of 2027, 100% of commune, ward, and special zone governments will be recognized as meeting the "Friendly Government" standard and 100% of city departments, branches, and sectors will be recognized as meeting the "Friendly Office" standard.
GRDP growth in the 2026-2030 period will reach an average of 13%/year or more, striving to reach 14%/year; GRDP per capita in 2030 will reach 11,247 USD/person. State budget revenue in the area by 2030 will reach 245,500 billion VND. Total investment capital implemented in the area in the 2026-2030 period will reach 2.4 million billion VND. Export turnover strives to reach 75 billion USD or more by 2030.
To achieve the above goals, the city implements 5 strategic breakthroughs: Comprehensive digital transformation in all fields; effectively implementing Resolution No. 226/2025/QH15 of the National Assembly on piloting a number of specific policy mechanisms for city development, especially the new generation Free Trade Zone; perfecting the city-wide planning system; building Hai Phong into a regional and international center for sea tourism, culture and heritage; investing in education and training, developing high-quality human resources associated with key industries...
Speaking at the Congress, on behalf of the Party and State leaders, on behalf of General Secretary To Lam, Prime Minister Pham Minh Chinh sent his best wishes to the leaders, former leaders of the Party and State, Hai Phong city, delegates and the entire Congress.
Recognizing, praising and appreciating the Hai Phong City Party Committee for organizing well the Party Congresses at all levels and strictly implementing the regulations and instructions of the Central Committee on preparing for the organization of the first City Party Congress for the 2025-2030 term, the Prime Minister emphasized that the Political Report and Congress documents were seriously, meticulously, scientifically, methodically, and closely following reality, fully integrating the requirements, guiding viewpoints, policies and major orientations of the Party, State and Government, and having an Action Program to implement immediately after the Congress.
Looking back at the past term, in the context of many difficulties, challenges, many new and unprecedented problems, but with strong will, determination and aspiration to rise up, Hai Phong city has strived, focused on implementing well the Resolution of the 13th Party Congress, the Resolution of the Local Party Congress and achieved important and quite comprehensive results in all fields.
Reviewing the results of Party and political system building, socio-economic development, national defense, security, foreign affairs, etc. of the City, on behalf of the Party and State leaders, General Secretary To Lam, Prime Minister Pham Minh Chinh acknowledged, highly appreciated and warmly commended the efforts, creativity, innovation and the important, outstanding and comprehensive results that the Party Committee, army and people of Hai Phong city have achieved in the past term, making important contributions to the overall achievements of the country.
Unity-Prosperity-Modernity-Prosperity-Civilization-Happiness
Frankly pointing out the limitations, shortcomings, shortcomings, causes and lessons learned, the Prime Minister shared two major concerns and worries. Among them, the leadership capacity and fighting strength of some grassroots Party organizations and Party members have not met the requirements for breakthroughs; the management and operation capacity of grassroots authorities in some places is still limited. From there, the urgent requirement is what to do to quickly and effectively transform the state from a passive government handling administrative procedures to a proactive government creating development and serving the people to ensure smoothness, synchronization, efficiency, effectiveness and efficiency?
Along with that, what mechanisms, policies and breakthrough solutions are needed to fully exploit the unique potential, outstanding opportunities, competitive advantages, turn potential into potential, resources, sustainable internal strength to promote the rapid and sustainable development of the City, and make the spiritual and material life of the people increasingly prosperous and happy?
Considering that in the coming time, in the general context of more difficulties and challenges than opportunities and advantages, the issue for Hai Phong is to grasp the situation firmly, respond promptly, flexibly and effectively to proactively strategize in all circumstances, the Prime Minister requested the Congress to clearly define the goal that Hai Phong must contribute more, more worthyly, together with the whole country to successfully implement the two 100-year strategic goals, bringing the country firmly into the era of striving to develop richly, civilized, prosperous, happy, on par with the world powers.
The Prime Minister suggested that Hai Phong must continue to strongly innovate its thinking, raise its awareness - "look far, look wide, think deeply, do big"; value time, intelligence and timely decisiveness; have higher determination, greater efforts, more drastic actions; maintain its pioneering role as a locomotive, a driving force for development and a major economic center of the region and the whole country.
Emphasizing three core issues in the city's development orientation, goals, tasks and solutions in the coming time, Prime Minister Pham Minh Chinh requested that Hai Phong city must thoroughly grasp, seriously and effectively implement and strongly revive the five principles of the Party's activities, especially the principle of democratic centralism which is the most important in all activities of the Party.
At the same time, special attention should be paid to clarifying the great significance of the Party's five leadership methods, in which special attention should be paid to the smooth combination, flexible, creative and effective application of the five methods in leadership, direction and administration, ensuring suitability with the situation, meeting practical requirements and legitimate aspirations of the people.
Pointing out that in terms of socio-economic development, Hai Phong must focus on thoroughly grasping and synchronously and effectively implementing the Resolution of the 14th Party Congress, the Resolution of the 1st City Party Congress and the Politburo's policies to create breakthroughs in key areas, the Prime Minister emphasized three major focuses. In particular, the city must clarify the content to build and perfect the model of Socialism associated with Socialist people to successfully implement in Hai Phong city in the era of national development; develop rapidly, greenly, sustainably, with people as the center and subject, taking science and technology, innovation, digital transformation as the foundation; take care of the spiritual and material life of the people, each year higher than the previous year - each year more breakthrough than the previous year; at the same time firmly ensure "security, safety, and public safety."
Promote the endogenous strength of culture with the spirit of "Culture lights the way for the nation"; thoroughly grasp and effectively implement the principle of scientific, national and popular culture; strongly develop the cultural industry and entertainment industry so that people can truly enjoy the achievements of the nation's cultural development.
Regarding national defense, security, and foreign affairs, the Prime Minister requested Hai Phong to have three initiatives: proactively build a national defense posture, a people's security posture associated with a solid people's hearts posture to maintain political stability for rapid, green, sustainable development and protect social order and safety for the people; proactively and flexibly defend the national independence and sovereignty based on high technology and the art of people's war; proactively and extensively integrate into the international community in a practical and effective manner with the spirit of "remaining steadfast, responding to all changes", contributing to the implementation of our Party's foreign policy of independence, self-reliance, diversification, and multilateralization; protect the country early, from afar, "protect the country when the country is not yet in danger."
Prime Minister Pham Minh Chinh hopes and believes that, promoting the tradition of the heroic Port City and the achievements that have been made, the Party Committee, government, army and people of Hai Phong, which have been united, will unite even more, join hands, be unanimous, strive to the highest level, create momentum, create force, create new steps of development, breakthroughs, develop faster, more firmly and sustainably, build Hai Phong according to the 12-word motto: "Solidarity - Prosperity - Modernity - Prosperity - Civilization - Happiness", soon become a socialist city - Harmony, bright, green, clean, beautiful, worth living, contributing effectively and efficiently to realizing the two 100-year strategic goals of the Party with the spirit of "The Party has directed, the Government is unified, the National Assembly agrees, the People support, the Fatherland expects, then only discuss action - no retreat."
The Congress announced the Politburo's Decision on appointing the Executive Committee, Standing Committee, Secretary, and Deputy Secretary of the Hai Phong City Party Committee for the first term, 2025-2030. Of which, the Executive Committee of the Hai Phong City Party Committee consists of 78 comrades; the Standing Committee consists of 20 comrades; Comrade Le Tien Chau was appointed to hold the position of Secretary of the City Party Committee; Deputy Secretaries of the City Party Committee include comrades: Do Manh Hien, Le Van Hieu, Le Ngoc Chau, and Pham Van Lap.
The Politburo decided to appoint 44 official delegates and 3 alternate delegates of the Hai Phong City Party Committee to attend the 14th National Congress of the Party./.
