Quang Ninh Veterans: Spreading love

Implementing the emulation movement "For the poor - No one is left behind" associated with the movement "War veterans help each other reduce poverty and do good business" in the period of 2021-2025, the Provincial War Veterans Association has deployed many synchronous, practical and effective solutions.

Through the drastic direction of the Provincial Veterans Association with the issuance of Resolution No. 192/NQ-CCB on "Caring for and helping veterans improve their lives, reduce poverty, and do good business" and Resolution No. 04/NQ-CCB " Quang Ninh veterans join hands and hearts to help each other sustainably reduce poverty", all cadres and members have promoted the spirit of solidarity and responsibility, bringing the movement into depth, bringing about clear results.

Accordingly, the Association at all levels has organized investigations, surveys, and grasped each poor and near-poor member according to specific criteria to develop a focused and key assistance plan, with the motto "Eliminate poverty with an address". In each locality and at each level, the assignment of work and tasks is clearly implemented, focusing on propaganda and mobilizing members to promote the spirit of self-reliance, self-reliance, proactively overcome difficulties, and fight against the mentality of waiting and relying on others. At the same time, the Association mobilizes and takes advantage of all resources and support from the government, departments, branches, and organizations to help members develop the economy, reduce poverty sustainably, and strive to get rich legally.

During the 2021-2024 period, the Association at all levels mobilized members to contribute to the Fund for the Poor with a total amount of over 2.5 billion VND. Notably, by December 2023, the whole province no longer had any war veteran members who were poor or near-poor according to Resolution No. 13/2023/NQ-HDND dated March 30, 2023 of the Provincial People's Council... The movement "Eliminate temporary housing and dilapidated housing" also achieved many outstanding results. The Provincial War Veterans Association coordinated with the Provincial War Veterans Enterprise Association to mobilize cadres, members, and businesses who are war veterans to support resources, build 73 new houses, and repair 26 houses for the following subjects: poor and near-poor war veteran members; families with difficult policies; ethnic minority households in border areas; and victims of Agent Orange. The total value of support was 5.2 billion VND and 852 working days.

For example, veteran Mai Tien Dung, 63 years old, area 4A, former Ha Phong ward (now Ha Tu ward), received support to build a house "Comradely affection". Due to poor health, veteran Mai Tien Dung's situation is difficult, while his 30-year-old level 4 house was severely degraded after storm No. 3 ( Yagi ) in 2024. At the end of April 2025, the Ha Phong ward Veterans Association coordinated with the local government and the Ha Long City Veterans Association to propose support from the Provincial Veterans Association. With 80 million VND from the support source, the rest was contributed by his family and the locality, veteran Mai Tien Dung started to build a flat-roofed house with an area of ​​60m², with a total cost of about 400 million VND. The house was just completed in early August 2024. The valuable thing is that not only providing financial support, the Ward Veterans Association also accompanies the family from choosing materials, construction team, to organizing supervision of the construction process, contributing to saving costs and ensuring the quality of the project.

The house of veteran Mai Tien Dung is one of 17 houses that the Provincial Veterans Association will build in 2025; the goal is that by the end of this year, the entire province will have no veteran members facing housing difficulties.

In addition, the Provincial Veterans Association has effectively implemented the "3-help" movement (capital assistance, seed assistance, labor assistance and technical assistance) and continues to be effective. From 2023 to present, the Association has transferred VND 865 million to 70 households for interest-free loans within 24 months. The Association has built an internal fund to help each other reduce poverty and develop the economy with a total fund of VND 13.2 billion, helping more than 2,300 members in difficulty to borrow capital with lower interest rates than commercial banks. Thanks to that, many economic models owned by Veterans Association members have been replicated and developed sustainably. Many households have been successful with regional specialties such as Binh Lieu vermicelli, Tien Yen chicken, Dam Ha dried eggplant, four-season lemon, Taiwanese guava, Bat Do bamboo shoots, etc.

The Association also closely coordinated with the Social Policy Bank and local authorities to advise and support more than 7,254 poor and near-poor households and policy beneficiaries to access preferential loans with a total amount of VND 514.26 billion from the Central and the province. From small-scale economic models, up to now, the whole province has 174 small and medium enterprises, 27 cooperatives (of which 18 units are members of the Provincial Veteran Entrepreneurs Association), 3 cooperative groups, 120 farms, 593 family farms and 1,309 production and business households owned by veterans. Notably, the whole province has 38 OCOP products owned by veterans that meet 3-4 star standards.

The results achieved are clear evidence of the determination, responsibility and exemplary nature of the war veterans of Quang Ninh province in the work of poverty reduction and socio-economic development.
