After two days of urgent, serious, and highly responsible work, in the spirit of "Solidarity-Democracy-Discipline-Breakthrough," on the morning of September 25, the first National Assembly Party Congress, term 2025-2030, closed, completing all the contents and programs set out.
Strong innovation in thinking, decisive action
In his closing speech at the Congress, Secretary of the National Assembly Party Committee and Chairman of the National Assembly Tran Thanh Man believed that the success of the Congress would be a great source of motivation to strongly encourage all cadres, party members, civil servants, public employees, and workers in the Party Committee and agencies of the National Assembly, the National Assembly Office, and the State Audit to continue to strive to overcome all difficulties and challenges, and to strive to best fulfill the goals and tasks set out in the Congress Resolution, all for the prosperity and happiness of the people, for the Party, for the nation, and for the rapid and sustainable development of the country.
The National Assembly Chairman requested that party organizations under the National Assembly Party Committee thoroughly grasp and widely disseminate the contents of the Resolution; spread the will and determination of the Congress to each cadre and party member; at the same time, promptly complete the Action Program to implement the Resolution, ensure clear assignment of people, tasks, implementation time, and completion deadline, creating strong changes right from the beginning of the new term.
The National Assembly Chairman called on all cadres, party members, civil servants, public employees, and workers in the Party Committee and agencies of the National Assembly, the National Assembly Office, and the State Audit to continue to be proactive, strongly innovate thinking, act decisively, advise the National Assembly Party Committee to lead and direct the National Assembly to promptly institutionalize the policies and resolutions of the Party, the Politburo, and the Secretariat; better perform legislative work, supreme supervision, and decide on important issues of the country; continue to accompany the Government substantially and effectively, contributing to making our country a developing country with modern industry and high average income by 2030 and a developed country with high income by 2045; inherit and promote the achievements and valuable lessons of previous terms, be proactive, creative, dare to think, dare to speak, dare to do, dare to take responsibility; Building a clean and strong National Assembly Party Committee, determined to successfully implement the Resolution of the 1st National Assembly Party Congress, term 2025 - 2030.
Promoting digital transformation in the activities of the National Assembly
The Congress had a lively, frank, democratic discussion and unanimously approved important documents including the Political Report of the Party Executive Committee of the National Assembly for the 2020-2025 term; Report reviewing the leadership and direction of the Party Executive Committee of the National Assembly for the 2020-2025 term; Report synthesizing the opinions of the Party Executive Committee of the National Assembly on the documents submitted to the 14th National Party Congress.
The Congress voted to pass the Resolution of the First National Assembly Party Congress, term 2025-2030; and listened to the announcement of the Politburo's Decision appointing 21 official delegates and 6 alternate delegates of the National Assembly Party to attend the 14th National Party Congress.
The Resolution of the 1st National Assembly Party Congress, term 2025 - 2030, identified 4 breakthroughs including: Timely institutionalization of the Party's guidelines and policies in constitutional and legislative work; making the legal system a competitive advantage; ensuring that law-making is the "breakthrough of breakthroughs"; building and perfecting the law on socialist-oriented market economy; reviewing, building and perfecting the legal system to pave the way for national development and protecting the sovereignty and security of the Fatherland. Continuing to promote international integration in the process of building and perfecting institutions and laws; promoting the role of parliamentary diplomacy.
Along with that, innovating the methods and contents of supervision and deciding on important issues of the country, supervision activities must become one of the important methods in controlling state power, contributing to improving the effectiveness and efficiency of state operations and management, and compliance with the law in performing tasks; in which supervision of legal documents is a breakthrough, contributing to creating a complete, transparent, unified, feasible legal system, preventing and combating corruption and negativity in law-making work.
At the same time, attract, arrange and use high-quality human resources, experts and scientists to serve the activities of the National Assembly and the State Audit; build a team of National Assembly deputies, officials, party members, especially party committee officials, leaders and managers who are truly virtuous, talented, have enough qualities, capacity, prestige, and are up to the task to realize the aspiration to develop a prosperous and happy country.
In addition, promote digital transformation in the activities of the National Assembly, build a digital National Assembly; consider the task of innovation and digital transformation as a breakthrough in organizing and performing the functions and tasks of the National Assembly, National Assembly agencies, the National Assembly Office, and the State Audit.
The Resolution assigns the Executive Committee of the Party Committee of the 1st National Assembly, term 2025-2030, and Party committees and organizations at all levels to thoroughly grasp, lead, direct the concretization, promulgate action programs and organize the successful implementation of the guidelines and policies stated in the Congress documents.
The Congress called on the entire Party Committee, cadres, civil servants and workers in the National Assembly Party Committee to strongly promote the spirit of solidarity and the strength of the collective and each individual to build a clean and strong National Assembly Party Committee; lead the National Assembly to strongly innovate, improve the quality and efficiency of operations, and firmly step into the era of prosperous, prosperous, civilized and happy development of the nation./.
