Quang Ninh strives for GRDP per capita to reach 20,000 USD

The Congress of Delegates of Quang Ninh Provincial Party Committee has demonstrated high political determination, great will and aspiration, striving to successfully achieve the goals of developing Quang Ninh by 2030.

After 3 days of urgent, serious and responsible work, on September 27, the 16th Congress of Quang Ninh Provincial Party Committee, term 2025-2030, successfully completed all the contents and programs set out.

With the motto "Solidarity-Democracy-Discipline-Breakthrough-Development", the Congress demonstrated high political determination, great will and aspiration, striving to successfully achieve the goals of developing Quang Ninh by 2030, practically celebrating the 100th anniversary of the founding of the Communist Party of Vietnam .

Quang Ninh Provincial Party Secretary Vu Dai Thang emphasized that the Congress agreed on the goal of building Quang Ninh into a rich, civilized, modern, and happy city, becoming a centrally-run city before 2030, becoming a large urban area of ​​regional and international stature by 2045, and one of the country's important economic locomotives, confident, steadfast, and moving forward in the new era.

The viewpoint of the Provincial Party Committee in the new term is that socio-economic development and environmental protection are central; Party building is key; cultural and human development is the foundation; strengthening national defense and security and promoting foreign affairs and international integration are essential and regular.

In the 2025-2030 term, Quang Ninh province strives to achieve an average growth rate of gross regional domestic product (GRDP) in the 2026-2030 period of 12% per year; GRDP per capita of 20,000 USD; the proportion of processing and manufacturing industry in GRDP of over 18%; the proportion of digital economy in GRDP of 30%; the contribution of total factor productivity (TFP) to economic growth of over 55%; strives to establish 2,000 new enterprises/year; the contribution of the private economy in GRDP of about 40-45%; the average growth rate of total social investment capital in the 2026-2030 period of over 12% per year.

Quang Ninh also strives to have its human development index in the top 5 provinces and cities in the country; average life expectancy of people over 76 years old; the whole province has no poor households according to the national multidimensional poverty standard...

In the 2025-2030 term, Quang Ninh will focus on implementing three breakthroughs: Developing high-quality human resources with innovative thinking, promoting the attraction and use of talents to meet the requirements of green economic development, digital economy associated with rapid increase in scale, improving population quality and shifting labor structure.

The province continues to synchronously complete modern socio-economic infrastructure, multi-modal connectivity between provinces and regions; promote the development of science and technology, innovation and digital transformation, develop the private economy, technology infrastructure to promote the development of digital economy, marine tourism, marine economy, green transformation, energy transformation, develop Van Don Special Economic Zone - a new generation economic zone and smart border gate in Mong Cai.

Developing a culture rich in Quang Ninh identity, associated with building and developing cultural industry, heritage economy, night-time economy, and urban economy.

To achieve the socio-economic development goals for the 2025-2030 term, Quang Ninh sets out the following tasks: Continuing to promote the building and rectification of the Party and a clean, strong and comprehensive political system; maintaining high and stable economic growth momentum in the long term; taking breakthroughs in science, technology and innovation, digital transformation as the main driving force for development and creating strong breakthroughs in productivity, quality, efficiency, adaptability, resilience and competitiveness of the local economy; focusing on promoting the implementation of 3 strategic breakthroughs according to the Central's orientation.

Continue to perfect the synchronous, modern, multi-modal infrastructure system, especially the infrastructure of economic zones, industrial parks, industrial clusters, and seaports; develop culture and people, build a culture rich in Quang Ninh identity, preserve and promote heritage values, develop heritage economy; firmly ensure national defense and security; maintain political stability, order, social safety, and national sovereignty; build a peaceful, stable, friendly, cooperative, and developing border./.
