The Provincial Party Committee of Agencies promotes the implementation of the model "4 Good Party Cells"

– Determining that a strong Party cell is a strong Party organization, the Party Committee of the Provincial Agencies has therefore implemented solutions to improve the quality of Party cell activities. A typical example is the piloting of the model "4 Good Party Cells". This model has brought about practical results, contributing to building a clean and strong Party.

The Party Cell of the Provincial Food Safety and Hygiene Department holds monthly meetings.

Currently, the Provincial Party Committee of the Provincial Agencies has 64 grassroots party organizations (33 party committees, 31 party cells), 10 departmental party committees; 247 party cells directly under the grassroots party committees; more than 4,300 party members. The pilot project to build the model of "4 good party cells" has been implemented by the Provincial Party Committee of the Provincial Agencies since 2023 with 51 party cells selected for pilot implementation. During the implementation process, 2 party cells were transferred to the Central Enterprises Party Committee, so only 49 party cells are evaluated. "4 good party cells" include 4 contents: good leadership in implementing political tasks; good solidarity and discipline; good quality of activities; good party members.

Mr. Hoang Chinh, Head of the Organization Committee, Provincial Agencies Party Committee, said: To pilot the model, we have advised the Standing Committee of the Provincial Agencies Party Committee to include this content in the core tasks; issue plans, decisions, urge, inspect, and supervise the implementation process at the grassroots level. At the same time, we issue guidelines for thematic activities and evaluate the quality of monthly thematic activities; provide guidance on basic content and methods for organizing regular activities for the type of Party cell of the agency block and the type of Party cell of the enterprise block in the Provincial Agencies Party Committee. The implementation of the model "4 Good Party Cells" has created a clear change in leadership methods, improving the leadership capacity and fighting strength of the Party organization.

Notably, in implementing the model, the Party Committee of the Provincial Agencies has proactively developed a table of specific criteria for each content in building "4 Good Party Cells" on a 100-point scale, suitable for each type of Party cell of an agency, public service unit and enterprise Party cell. From those criteria, it creates favorable conditions for implementation and evaluation of implementation quality. Party cells with 4 contents achieving 95 points or more meet the "4 Good Party Cell" standard.

Based on the plan and instructions of the Provincial Party Committee, the grassroots Party Committees and grassroots Party cells have issued plans to specifically implement the model of "4 Good Party Cells". At the same time, the results of implementing "4 Good Party Cells" are one of the important bases for reviewing, evaluating, classifying the quality and rewarding grassroots Party organizations every year.

The Party Cell of the Provincial Department of Food Safety and Hygiene has 10 party members. Since the establishment of the "4 Good Party Cell" model (2023), the Party Cell has had many positive changes. Mr. Pham Cong Anh, Party Cell Secretary, Head of the Provincial Department of Food Safety and Hygiene affirmed: The most obvious change when we implemented the "4 Good Party Cell" model is the quality of Party Cell activities. Previously, party members were not active in speaking up and contributing ideas in activities, but since the establishment of the model, party members have been active in speaking up and doing a better job of self-criticism and criticism. In 2023, the Party cell focused on leading and directing the good implementation of political tasks. Therefore, all professional targets were achieved and exceeded the set plan. Activities were guaranteed in 12 sessions, 7 thematic activities, all sessions were classified as good, 100% of Party members completed their tasks well or better, the Party cell was classified as excellent in completing its tasks, and received a certificate of merit from the Standing Committee of the Provincial Party Committee of Agencies recognized as achieving the title of "4 Good Party Cell".

After 1 year of piloting the "4-good Party Cell" model, the Party Committee of the Provincial Agencies Bloc assessed that the grassroots Party Committees have focused on leading and directing Party members and the masses to organize and implement it on schedule, with quality and wide influence; the political stance and ideology of cadres and Party members have been consolidated and improved, creating an exciting and united atmosphere, promoting a high sense of responsibility in performing tasks. By the end of 2023, 47/49 Party Cells were selected to pilot the "4-good Party Cell" standard, of which 26 Party Cells were classified as having excellently completed their tasks, 9 Party Cells received certificates of merit for achieving the title of exemplary "4-good Party Cell".

Through the implementation of the "4 Good Party Cell" model, many practical results have been achieved, improving the quality of activities and fighting strength of the Party organization, contributing to the successful implementation of assigned political tasks. For example, in 2023, the Party Committee of the Provincial Agencies Bloc successfully completed 5/5 key task groups approved by the Provincial Party Standing Committee; 26/26 targets and tasks were achieved and exceeded.

In 2024, the Standing Committee of the Provincial Party Committee of Agencies directed and guided the Party cells that were recognized as meeting the "4 Good Party Cell" standards in 2023 to continue implementing the model. At the same time, replicate more than 40 "4 Good Party Cell" models at grassroots Party Committees; encourage grassroots Party cells to proactively register to implement the "4 Good Party Cell" model.
