On September 13, 2024, the Provincial People's Committee issued Decision No. 33/2024/QD-UBND stipulating the conditions, contents, and preferential loan levels to implement the credit policy to support the entrustment through the Social Policy Bank in the province from the capital source to implement the National Target Programs for the period 2021 - 2025. Immediately after that, the Department of Agriculture and Environment issued an official dispatch guiding localities to develop production plans, technical orientations, and propose capital needs. The conditions and preferential loan levels are designed to suit actual needs, especially prioritizing households directly affected by natural disasters. At the same time, the Provincial Social Policy Bank Branch issued a directive to its affiliated transaction offices, in coordination with the Provincial Newspaper, Radio, Television, local authorities, and socio- political organizations to propagate and disseminate policies to villages and hamlets.
As soon as capital is provided, the Provincial Social Policy Bank Branch proactively coordinates with the People's Committees at the commune level, entrusted socio-political organizations, heads of villages, savings and loan groups to review eligible subjects and those in need of loans to complete loan application files to promptly support production development.
After nearly 1 year of implementation, with the motto of allocating capital with focus and key points, the credit support policy entrusted through the Vietnam Bank for Social Policies has brought about practical results. From September 2024 to August 2025, the total local budget capital entrusted through the Vietnam Bank for Social Policies reached nearly 506 billion VND. The Bank has proactively coordinated with authorities at all levels and socio-political organizations to disburse promptly, soon completing 100% of the assigned capital target.
In particular, this capital has been prioritized for disbursement to households and workers affected by storm No. 3, helping them to quickly restore production. As of August 15, 2025, 5,779 customers have received loans with a total amount of VND 510.3 billion, with outstanding loans reaching VND 492.5 billion. This shows that people's ability to access capital is very high and effective.
Loans are focused on the province's key sectors, including forestry and aquaculture. Of which, forestry accounts for the highest proportion with 47.9% of total outstanding loans, equivalent to 236.2 billion VND, supporting 2,666 customers. Aquaculture accounts for 31.1% of total outstanding loans, equivalent to 153.2 billion VND, supporting 1,696 customers. Livestock accounts for 81.2 billion VND, supporting 1,005 customers...
This summer-autumn crop, Mr. Le Hong Long's family (Duong Hoa commune) released more than 300,000 shrimp and 10,000 fish, expecting to harvest about 4 tons of shrimp and 8 tons of fish, after deducting expenses, they will earn hundreds of millions of dong in profit. To achieve this result, policy credit capital is an important lever. Last February, his family borrowed an additional 200 million dong from the Hai Ha Social Policy Bank Transaction Office to buy food for shrimp and fish, following many previous loans to maintain and develop production. Mr. Le Hong Long (Duong Hoa commune) shared: My family and I feel very lucky to have the help to access loans, not having to work for hire but being our own boss, with a stable income, and our lives are getting better and better compared to before.
Thanks to the support of policy credit capital, many cooperatives in the province have had the opportunity to expand investment and develop production. Mr. Doan Van Ha, Director of Ha Xuan Phat Cooperative, Quang Ha Commune, said: The cooperative has boldly borrowed 1 billion VND to develop a forest economic model combined with goat and cow breeding, thereby creating jobs and stable income for members as well as local workers. Currently, the cooperative has 30 breeding cows and 30 breeding goats, and in just 2 years will double the herd to supply the market.
Statistics show that people who borrowed money have used it for the right purposes, serving the purpose of planting forests, raising oysters, exploiting aquatic products and raising livestock. Some households have had income and started to repay part of the loan, showing the effectiveness of the initial capital use.
According to the leader of the Department of Agriculture and Environment, in the coming time, the unit will continue to coordinate with relevant agencies, units and localities to promptly and effectively implement the province's policies, paying special attention to localities with difficulties and many policy beneficiaries, especially in the fields of forestry and fisheries, to support people to maintain and develop production associated with product consumption.
Policy credit capital has become a solid support for thousands of households and cooperatives in the province. Not only helping people boldly invest in production, increase income, and escape poverty sustainably, this preferential capital source also contributes to promoting rural economic development and ensuring social security.
