The 4th Ha Tinh Newspaper Open Club Table Tennis Tournament 2023 with 6 competition events is expected to take place from June 15 to 18, 2022, at the Ha Tinh Sports Training and Competition Center.

REGULATIONS

The 4th Ha Tinh Newspaper Open Club Table Tennis Tournament 2023

Implementing the coordination plan between Ha Tinh Newspaper and the Department of Culture, Sports and Tourism in 2023 on organizing the annual table tennis tournament for clubs in the whole province, the Organizing Committee of the 4th Ha Tinh Newspaper Open Club Table Tennis Tournament in 2023 issued the Tournament Regulations as follows.

I. PURPOSE AND MEANING

Practically make achievements to celebrate the 66th anniversary of Uncle Ho's visit to Ha Tinh (June 15, 1957 - June 15, 2023), the 98th anniversary of Vietnam Revolutionary Press Day (June 21, 1925 - June 21, 2023) and major holidays in 2023.

Continue to promote the movement "All people exercise following the example of great Uncle Ho"; promote the movement of physical training and sports; develop the movement of training, competition and exchange between table tennis clubs in the whole province.

II. PARTICIPANTS

Athletes of Table Tennis Clubs operating in Ha Tinh province; have registered residence in Ha Tinh or are living and working in Ha Tinh.

Each athlete may only compete for one team until the end of the tournament. Athletes under disciplinary action may not compete.

III. CONTENT AND FORMAT OF COMPETITION

1. Content:

- Men's singles

- Women's singles

- Men's doubles

- Women's doubles

- Men's and women's doubles

- Team competition

2. Age: Competition is organized for 03 age groups

- Group 1: Under 35 years old (born from 1988 onwards)

- Group 2: From 36 to 50 years old (born 1987-1973)

- Group 3: 51 years old and above (born before 1972)

3. Competition format, round-robin scoring:

3.1. Single and double content

- The Organizing Committee will base on the number of teams to divide the competition into groups.

- Phase 1 is a round robin ranking competition, with the 2 teams with the best results advancing to the next round.

- Stage 2 will be a knockout competition by drawing lots or by pre-determined code.

- Singles and doubles matches are played in 5 sets to 3.

3.2. Men's team content

- 11 years and older.

- Each team has a maximum of 5 players (2 reserve players) competing in 4 singles matches and 1 doubles match in the 5-for-3 format. Match 1: A vs. X; Match 2: B vs. Y; Match 3: A or B + C vs. X or Y + Z; Match 4: A or B (Player who did not play in match 3) vs. Z; Match 5: C vs. X or Y (Player who did not play in match 3).

- The Organizing Committee will base on the number of participating teams to divide the competition into groups.

- Stage 1 is a round robin competition in the table; stage 2 is a knockout competition according to pre-determined codes.

- Matches in this category will be played in 5 sets, winning 3.

3.3. How to calculate points: In order: Number of wins; sets won/sets lost; points won/points lost; head-to-head; draw.

4. Number of entries

- Single and double content:

+ Single: 01 athlete in each age group/team

+ Pairs: 01 pair per age/team

- Men's team content: Each unit has 01 team.

IV. CONDITIONS AND PRINCIPLES OF REGISTRATION

- Athletes of table tennis clubs operating in the province, individuals participating in these clubs must have a registered residence in Ha Tinh or be living and working in Ha Tinh with a temporary residence of 6 months or more and be a member of that club. The clubs must have a Decision to establish and be confirmed by the locality where the club is operating.

- Each athlete is not allowed to participate in more than 2 events (not including team events).

- Athletes of any age can only compete in that age group.

- Each athlete can only compete for 01 team until the end of the tournament.

- Teams are proactive and responsible for the health and other related issues of their club's athletes when participating in the tournament.

- The registration list must be typed and confirmed by the club representative and the locality where the club is operating. The list must be sent to the Department of Sports Management, Department of Culture, Sports and Tourism of Ha Tinh, no later than June 13, 2023. The Organizing Committee will not accept late or invalid registrations (Registration form is attached) .

- Deadline for final competition list is June 13, 2023.

V. COMPETITION TIME AND VENUE

1. Competition draw

- At exactly 2:30 p.m. on June 15, 2023, there will be a professional meeting and a draw to schedule the competition at the Ha Tinh Sports Training and Competition Center.

- Participants: Invite team leaders and coaches of participating units.

- Drawing principle: Random drawing, no seed selection.

2. Competition time: The tournament will open at 7:30 a.m. on June 16, 2023 and run until June 18, 2023.

3. Competition venue: Ha Tinh Sports Training and Competition Center (Lane 5, Nguyen Bieu Street, Nam Ha Ward, Ha Tinh City).

VI. COMPETITION RULES

1. Apply the current competition rules of the Vietnam Table Tennis Federation.

2. Match ball: Tibhar 3 star, 40+

3. Attire: Sportswear must not be white; soft-soled shoes. Each team must prepare 2 or more sets of clothes to participate in the competition (Absolutely do not go barefoot; wear shirts and hard-soled shoes to participate in the competition).

Athletes of 01 team participating in team competition will wear the same shirt.

Competitors will wear different colored shirts to make it easier for spectators to distinguish. If competitors and teams have the same clothes and cannot agree on who will change, the Organizing Committee will decide by drawing lots.

4. Participating teams must comply with the time set by the Organizing Committee, including the competition draw schedule; opening and closing times.

VII. REWARDS AND DISCIPLINE

1. Rewards:

- The Organizing Committee presents souvenir flags to the teams participating in the tournament.

- Award medals and bonuses for ranked singles and doubles: First, Second and Third prizes (For competitions with 5 or more teams);

- Award medals and bonuses for ranked singles and doubles: First, Second, Third (For competitions with 4 teams);

- Award medals and bonuses for ranked singles and doubles: First and Second (For competitions with only 3 teams);

- Award Cup, Medal and bonus to the first-place team; award flag, medal and bonus to the second-place team and third-place team in the team event.

- Award flags to the first, second and third place teams.

2. Discipline:

Team leaders, athletes, referees, and members of the Organizing Committee who violate the Competition Rules, Competition Laws, and regulations of the Organizing Committee will be subject to appropriate disciplinary action by the Organizing Committee, depending on the severity of the violation, from criticism, warning, disqualification to deletion of competition records.

3. Complaints:

- Complaints about expertise and technique will be resolved by the referee team and the main referee during the match.

- In case of incorrect registration of subjects and competition content, the Organizing Committee and Referee Team have the right to disqualify (including after the draw or during the competition).

- Team leaders and coaches have the right to make written complaints to the Organizing Committee within 05 minutes after the match ends. The Organizing Committee is responsible for resolving the above complaints immediately during the tournament.

VIII. FUNDING

1. The Organizing Committee prepares Flags, Medals, and prizes for the teams ranked: First, Second, and Third prizes, and other related expenses to ensure the organization of the tournament.

2. Teams participating in the tournament do not have to pay a competition fee. They must pay for their own food, accommodation and transportation during the tournament.

IX. SOME OTHER PROVISIONS

Any issues or changes that arise will be announced by the Organizing Committee at professional conferences or during the competition with the team leaders and coaches.

The Organizing Committee only organizes competitions for each singles and doubles event with at least 03 participating units.

In case of complaints about age, the Organizing Committee requests the team leader to present the athlete's Citizen Identification Card or other relevant documents for verification.

X. IMPLEMENTATION ORGANIZATION

1. Team captains and club managers register and send athletes to participate in the tournament.

2. Requesting units and table tennis clubs to register to participate based on the Regulations to implement so that the 4th Ha Tinh Newspaper Open Table Tennis Tournament in 2023 will be a great success.

3. The Organizing Committee will welcome the delegations to the Opening Ceremony of the Tournament at 7:30 a.m. on June 16, 2023 (After the Opening Ceremony, the Tournament will be held according to schedule).
