Strong innovation in the content and operation methods of the Vietnam Union of Science and Technology Associations

Party Secretary, President of the Vietnam Union of Science and Technology Associations Phan Xuan Dung reported to the working delegation some results achieved in recent times.

Currently, the Vietnam Union of Science and Technology Associations has an organizational system of a socio -political organization in accordance with the spirit of Directive No. 42-CT/TW dated April 16, 2010 of the 10th Politburo, ranked among the 30 mass associations in the Central Government assigned by the Party and the State, gathering 156 member associations, including 93 national industry associations and 63 provincial/municipal associations directly under the Central Government; established 599 science and technology organizations; 70 newspapers and magazines, 1 publishing house, 1 technical innovation support fund, gathered and attracted about 3.7 million members, of which there are about more than 2.2 million intellectuals, accounting for about 32.5% of the intellectuals in the country.

Over the past three years, the Vietnam Union of Science and Technology Associations has continuously innovated its activities, achieved many great results, and increasingly affirmed the important position and role of the country's scientific and technological intellectuals, contributing to protecting the Party's ideological foundation and implementing activities to promote the strength of the worker-farmer-intellectual alliance.

The content and methods of operation of the Vietnam Union of Science and Technology Associations are also increasingly innovated, improved, diversified and enriched, with wider influence throughout the country.

At the meeting, the delegation heard many opinions from delegates related to the policy of bringing the Party's resolutions into life, some contents on institutionalizing the Party's policies; mechanisms and policies to build a legal corridor for the activities of associations and individuals; consulting activities, social criticism...

Concluding the working session, comrade Nguyen Trong Nghia requested the Vietnam Union of Science and Technology Associations to pay attention to implementing well a number of contents: Thoroughly grasp and well implement the Resolution of the 13th National Party Congress, resolutions, directives and conclusions of the 13th Central Executive Committee, Politburo and Secretariat on building and promoting the role of intellectuals; on industrialization and modernization; on science and technology development, innovation; on building and defending the Fatherland in the new situation.

Implement effectively in practice the Action Program to implement Resolution No. 45-NQ/TW on continuing to build and promote the role of the intellectual team to meet the requirements of rapid and sustainable national development in the new period. Strongly innovate the content and methods of operation of the Vietnam Union of Science and Technology Associations and its member associations. Focus on improving the quality of propaganda and dissemination of knowledge, scientific research, consulting, supervision, criticism and social appraisal. Select major, typical issues, closely following the guidelines and policies of the Party and State to have profound, effective and practical advice and criticism such as: National strategy on intellectual team development; high-speed railway; nuclear technology; semiconductor industry...

Proactively perform better the task of advising and consulting the Party and the State in activities summarizing 40 years of innovation and preparing documents for the 14th Party Congress. Pay special attention to the work of attracting, gathering, and uniting intellectuals, especially young intellectuals and overseas Vietnamese intellectuals, developing organizations and members, and acting as a solid bridge between the Party, the State, the political system and the intellectual community.

The Vietnam Union of Science and Technology Associations not only represents the legitimate and legal rights and interests of its members, but also serves as an address for members, especially intellectuals, to place their trust and demonstrate their responsibilities, obligations and duties towards the Party and the State. Build a strong Party organization in intellectual associations, playing a core political role in the association's activities. Promote the study and following of Ho Chi Minh's ideology, morality and lifestyle. Promote the vanguard and exemplary role, setting a comprehensive example in politics, ideology, morality, lifestyle, expertise and profession of the cadres, especially leaders at the Central level.

Promote coordination activities between the Vietnam Union of Science and Technology Associations with the Central Propaganda Department, the Ministry of Science and Technology, the Ministry of Information and Communications, two academies, two national universities, and functional agencies in performing the functions, tasks, charters, and regulations of the Union of Associations and its member associations. Focus on improving the substance and effectiveness of coordination in propaganda activities, knowledge dissemination, scientific research; consulting, criticism, social appraisal; management of press and publishing activities...
