Projects associated with the future
From 2021 to now, the total investment capital for the Project of Upgrading Infrastructure and Stabilizing Residents in the Song Da Lake Area has disbursed a cumulative amount of more than 113 billion VND. With that figure, Da Bac district (old) has implemented 11 key projects. To date, most of them have been completed. The projects are visible in each commune and hamlet: Cho Bo Secondary School (Tien Phong commune); Headquarters and subject classrooms of Tien Phong Boarding Secondary School; Community Learning Center of Cao Son, Tan Pheo, Duc Nhan communes; irrigation system of Am hamlet - Moc hamlet, Duc Nhan commune... not only serve immediate needs but also serve as a foundation to help people feel secure in settling down and long-term attachment to the resettlement land.
According to the Party Secretary of Duc Nhan Commune, Dinh Le Huy, it is worth mentioning that stabilizing the population does not stop at "moving to a new place". More importantly, it is creating a safe living environment with enough conditions for development, something that for many years, the communes in the lake area have always longed for but have not had the conditions to implement synchronously.
Each completed project also means a step forward in the roadmap for building new rural areas. Concrete roads connecting hamlets help meet traffic criteria (criterion number 2). Intra-field canals meet irrigation criteria (number 3). Standard schools help improve education criteria (number 5). Community cultural centers support communes to complete criteria number 6 and 16.
For localities that were once “stuck” in the infrastructure problem such as Tien Phong, Tan Pheo, Duc Nhan, this is the real leverage. The “gaps” that have lasted for many years have been and are being filled. The new rural area is no longer a far-fetched destination.
Journey to overcome barriers
There is no clear path for development. Especially in areas with difficult terrain such as the lake communes and the highland district of Da Bac (formerly) - which were once divided by high mountains, deep rivers and harsh weather.
With the implementation of projects in the Da Bac region, the biggest obstacle for many projects is the procedure for converting forest land. For example, the Mo Ne - Lau Bai road, although it started construction at the end of 2022, had to be extended three times, bringing the total construction time to 730 days. The main reason is that the construction land is located in the planning area of three types of forests, leading to the mandatory requirement to adjust the purpose of use. In addition, there is the impact of the weather. The rainy season of 2024, especially storm No. 3 lasting 6 days, caused the newly completed road to have serious landslides. Machinery could not access the construction site for nearly a month, the contractor and local authorities had to be on duty day and night, continuously measuring and readjusting the route.
The 2024 Land Law coming into effect also caused many previous guidance documents to expire, causing temporary interruptions to the project. It was not until the People's Committee of Hoa Binh Province (formerly), now Phu Tho Province, issued Decision 45/2024/QD-UBND allowing the continued application of the old compensation unit price that the work was able to continue.
However, in the midst of difficulties, we can see clearly the spirit of “determination to the end” of the entire local political system. From the province to the commune, from the investor to the construction unit, they persistently make recommendations, coordinate, and remove each bottleneck. Each road section opened is a result of no small amount of effort and belief.
The infrastructure investment project in the Song Da lake area does not stop at 11 projects. During the same period, Da Bac district (old) has combined and mobilized more resources to implement 150 other projects, with a total cost of over 464 billion VND, changing the appearance of everything from traffic, schools, irrigation to clean water, cultural houses, commune headquarters, resettlement areas... Regarding population arrangement, the district has completed 2 concentrated resettlement areas and is implementing 2 new projects, meeting the need for safe and stable housing for more than 120 households affected by natural disasters and landslides.
Livelihood development plans are being implemented: Support for cattle and buffalo farming, cage fish farming, afforestation, fertilizers and production planning according to local characteristics.
In the Song Da Lake area, every penny of capital is deployed in the right direction. A big project is not judged by the size of the budget but by the depth of the revival. And here, revival is no longer a dream.
