With positive results from the pilot model of organizing the elderly association at the provincial and district levels in Ha Tinh and 12 provinces and centrally run cities, the Party Central Committee Secretariat agreed to the policy of building the association in localities with sufficient conditions.
On the morning of September 12, the Vietnam Association of the Elderly (VEA) held a national online conference to disseminate and implement Conclusion No. 58-KL/TW, dated March 26, 2023 of the Central Party Secretariat on the organization and operation of the Vietnam Association of the Elderly . After 10 years of implementing the pilot model of the elderly association at the provincial and district levels in 13 provinces and centrally run cities, positive results have been clearly shown.
The work of protecting and caring for the elderly has been increasingly promoted; awareness of cadres, party members and the community about the position of the Association of the Elderly has been raised; the organization and staff of the Association have been consolidated and improved, better performing the role of representing the legitimate and legal rights and interests of the elderly; motivating the elderly to comply with the Party and State's guidelines and policies, strengthening social consensus, contributing to preserving and promoting the good values of family culture and ethnic communities.

Ha Tinh is one of 13 provinces and centrally-run cities that have piloted the model of the Elderly Association at all levels since 2010. Up to now, the whole province has 13/13 districts, cities and towns that have organized the Elderly Association, including 216 Elderly Associations at the commune, ward and town levels with over 2,000 village-level branches. The whole province has over 20,000 Elderly Association members regularly participating in activities. |
At the conference, delegates heard the leaders of the Central Committee for Mass Mobilization disseminate the contents of Conclusion No. 58-KL/TW, dated March 26, 2023 of the Central Party Secretariat on the organization and activities of the elderly in Vietnam.
Accordingly, to continue to effectively carry out the work of protecting, caring for, promoting the role of the elderly, and building the Vietnam Association of the Elderly to meet the requirements of the new situation, the Secretariat requested Party committees and organizations to strengthen leadership and direction for the Vietnam Association of the Elderly and work for the elderly.
Thoroughly grasp, raise awareness and responsibility, concretize and strictly implement viewpoints and policies, especially the Resolution of the 13th National Party Congress, and the State's policies and laws on the elderly.
Review, amend, supplement and perfect the law in accordance with the quality of the population, the increasing average life expectancy and the rate of population aging. Strengthen propaganda and mobilization work, enhance the responsibility of families, communities and society in protecting, caring for and promoting the role of the elderly. The Vietnam Association of the Elderly actively innovates the content and methods of operation; builds a strong association, and performs well the role of representing the legitimate and legal rights and interests of its members.

Conclusion No. 58-KL/TW also clearly stated the agreement on the policy of establishing the Elderly Association at the provincial and district levels in places with sufficient conditions. Based on the needs, situation and actual conditions, the Standing Committee of the Provincial Party Committee and the Central Party Committee shall consider the establishment of the Elderly Association at the provincial and district levels and decide on the number of staff working in the local payroll; creating conditions for the association to operate effectively.
The conference also heard representatives of the Vietnam National Committee on the Elderly and the Ministry of Home Affairs disseminate a number of policies on the protection, care and promotion of the role of the elderly, the work of building the association and the association's staff. At the same time, they shared some experiences in implementing Conclusion No. 58-KL/TW of the Party Central Committee Secretariat.
Delegates from the connecting points also participated in speaking and sharing experiences in the process of implementing the Elderly Association model, clearly stating the difficulties, limitations and obstacles. At the same time, they proposed solutions to further promote the role of the Elderly Association.
Closing the conference, Chairman of the Vietnam Association of the Elderly Nguyen Thanh Binh requested provinces and cities nationwide to convert the model of the association of the elderly to suit local realities; hoping that central ministries, branches and sectors as well as localities pay more attention to the work of the elderly, thereby contributing to promoting the role and position of the elderly in the cause of innovation, construction and development of the country.
