Building a "Steel Wall" to protect the Party's ideological foundation

Protecting the Party's ideological foundation in cyberspace is both urgent and long-term work to create a "steel wall", defeating all plots and tricks of hostile forces, and firmly protecting the ideological foundation of our Party.

In the current era of IT explosion, especially social networks, the propaganda activities to sabotage our Party's ideology and internal affairs on cyberspace by hostile forces are taking place with increasing scale and intensity; the tricks to deceive people are becoming more and more sophisticated and diverse... According to statistics from the Ministry of Information and Communications , on average, each month, hostile forces and political opportunists spread over 130,000 articles and distorted video clips on the internet and social networks. Through sensational headlines, mixing true and false news to "attract views"; creating fake websites, blogs, Facebook pages, fanpages of reputable agencies, organizations and individuals; using email services, chat services (texting, conversations), forums..., hostile forces have spread bad and toxic news and articles, plotting to create false perceptions, doubts, confusion, and hesitation, promoting "self-evolution" and "self-transformation" within the Party. Those activities have negatively impacted the thinking and awareness of a number of cadres, party members and people; caused confusion and doubt, and undermined confidence in the country and the role of the Party.

Faced with this situation, in recent times, the work of fighting and refuting erroneous and hostile views on cyberspace has been strengthened by authorities at all levels, units and organizations with many solutions. The whole province has strictly implemented directives, resolutions, programs, plans and projects related to the work of protecting ideological foundations, fighting and refuting erroneous and hostile views, bad and toxic information. Resolution No. 35-NQ/TW dated October 22, 2018 of the Politburo and Regulation No. 85-QD/TW dated October 7, 2022 of the Secretariat on cadres and party members establishing and using personal electronic information pages on the internet and social networks, associated with the roles and responsibilities of party committees, heads and heads of agencies and units; Instruction No. 99-HD/BTGTW dated March 20, 2023 of the Central Propaganda Department implementing Regulation No. 85-QD/TW on cadres and party members establishing and using personal electronic information pages on the internet and social networks. The Provincial Party Committee has issued the Project "Improving the effectiveness of the fight to prevent, handle, remove, and eradicate fake, untrue, bad, and toxic information in cyberspace about Quang Ninh province" and the Directive on strengthening the Party's leadership, effectiveness and efficiency of state management in the fight to prevent, handle, remove, and eradicate fake, untrue, bad, and toxic information in cyberspace about Quang Ninh province.

Thereby, localities and units have deployed information and propaganda work extensively, systematically and promptly with rich forms and diverse contents, maximizing the power of the press and media with the consistent viewpoint of "taking the beauty, eliminating the ugliness", creating a positive information mainstream; the information and press agencies of the province closely follow the political tasks of the province, develop plans and organize proactive and positive information and propaganda; ensure political and orientational nature, especially for current and political issues, important and complex issues with many inconsistent views and assessments; thereby contributing to creating consensus among cadres, party members and people of all walks of life.

Steering Committee 35 at all levels has set up over 400 pages, Facebook and YouTube accounts to provide propaganda information and orient public opinion with nearly 980,000 members. Some of the province's social networking sites operate effectively, are reputable, have a large following, and are well received and appreciated by the people, such as: I love Quang Ninh, Proud of Quang Ninh, Quang Ninh Propaganda, QMG fanpage - Quang Ninh News 24/7 of the Provincial Media Center, Quang Ninh Express, Leng Keeng, Colorful Ha Long, Workers... Pages, groups and accounts on social networks have contributed to promptly providing official information, refuting fake and untrue information, and orienting public opinion. In particular, there has been a diversification of forms of posting news articles on social networks. If in the past there were mainly long articles with few interactions, now the information content has been transformed into images, videos , and short slogans that are easy to read, easy to remember, and easy to understand. Therefore, the number of people interacting and accessing posted information is increasing.

In 2024 alone, the pages, groups, and social media accounts of the Provincial Party Committee's 35 Steering Committees and localities actively posted over 14,000 articles, images, and video clips to provide official information, promptly combat, and refute false and hostile information. Many articles attracted tens of thousands of people; on the personal Facebook accounts of members of the expert group, thousands of articles were posted and shared, creating a profound effect in the online community and among the people... At the same time, 124 cases were reviewed, verified, reminded, contacted, and deterred, and 17 cases were administratively punished for posting inaccurate and unbiased information, affecting the community.

Dealing with, fighting against, and preventing false and distorted views on social networks is a long-term and complicated process. Therefore, every citizen needs to have an objective attitude, proactively recognize this responsibility, and strengthen the response, fight, and prevention to reduce the harm and negative effects, but cannot completely eliminate them. Only when we realize this will we have appropriate attitudes and behaviors in the digital information environment, adapt to it, and have fundamental, sustainable, and long-term solutions.
